Job Description

The Massachusetts League of Community Health Centers (League) was founded in 1972 as one of the countrys first state Primary Care Associations (PCAs). Established under the same federal authorizing legislation as the health center program (Section 330 of the Public Health Service Act) PCAs are organized around a set of core functions and competencies that provide a framework for support and assistance to health centers and the communities they serve. The League is a nonprofit 501(c)3 organization registered as a public charity with the Commonwealths Secretary of State. It maintains a professional staff at its headquarters in Boston and its training center in Worcester.

The League has several affiliated organizations to accomplish its mission to serve community health centers including The Institute for Health Equity Research Evaluation and Policy (IHE). The IHE convenes communities and supports the scientific infrastructure implementation program evaluation and training needed to identify and sustain the most effective strategies for attaining equity in health and healthcare as defined by those with lived experience of health inequities. The IHE advances Health Centerled Science to ensure that science benefits communities who bear the greatest human costs of longstanding health inequities.


Position Summary:

IHE seeks an operationally minded detailoriented and missiondriven professional to implement and manage IHE business operations and program activities. The successful candidate will work with a team to establish implement and maintain systems that support operations for research evaluation and policyrelevant work. The Operations Manager will also have a role in: (a) evaluating the overarching success and impact of IHE activities and (b) engaging communities to ensure wide dissemination of IHE activities.


Essential Functions:
(The following is a list of essential functions which may be subject to change at any time and without advance notice. Management may assign new duties reassign existing duties or eliminate a role. Responsibilities include but may not be limited to the following.

  • Collaborate with the League finance team to establish and maintain systems to manage and track IHE finances. Responsibilities include developing and managing programspecific budgets operational budgets maintaining projections to guide future spending and managing contracts with vendors
  • Provide endtoend support across the lifecycle of IHE grants and contracts management from preaward to postaward and close out activities including proposal and contract submission to scientific industry and philanthropic organizations.
  • Lead and manage select programs in collaboration with health centers and community partners
  • Oversee and supervise IHE staff to monitor and drive progress needed to achieve program objectives and produce deliverables ontime and in accordance with project scopes of work.
  • Serve as primary writer for reports on grants and contracts activities.
  • Collaborate with IHE staff and MLCHC compliance officer or their designee to oversee processes that ensure the ethical conduct of human subjects research and evaluation activities
  • Collaborate with IHE staff to lead project meetings and team meetings to ensure smooth program operations

Managing program evaluation and dissemination activities

  • Collaborate with senior leadership and IHE staff to develop strategies and collect information needed to monitor and evaluate the overarching impact of IHE activities
  • Supervise and implement dissemination activities that engage health centers communities and stakeholders in activities to promote healthcenter led science

Competencies/Skills:

The successful applicant will have the following skills and qualifications:

  • Experience with developing and managing program budgets
  • Experience with project management leveraging project management software tools and management strategies
  • Experience supervising direct reports
  • Familiarity with research and evaluation operations (e.g. grant submission research project management)
  • Familiarity with using spreadsheets word processing software and presentation media
  • Willingness to engage community stakeholders to build collaborations and to disseminate products of IHE activities
  • Excellent written and interpersonal communication skills
  • Group collaboration skills
  • Selfmotivated attitude

Education/Experience:

  • 57 years experience
  • Masters degree or equivalent experience with healthrelated program administration
  • Experience with grants administration or program evaluation a plus
  • Education in business administration a plus
