Job Description

The Product Manager leads the planning design development implementation and continuous improvement of complex data systems collaborates with stakeholders and key users including engineers data scientists City department leaders and the public in order to design develop and implement products that meet the needs of San Franciscans and support the Citys policy goals.  

The role coordinates closely not only with Office of Innovation members but also with the Department of Technology Digital and Data Services Mayors policy staff other City departments and external groups. 

Other responsibilities will include working with data specialists on the maintenance and growth of backend databases iteration and creation of datadriven and datainformed products review of data collection efforts and development of critical metrics and insights.  

Essential Functions Include: 

  • Product Roadmap & Strategy:  

    • Create and strategize the roadmap for a datainformed coordinated system to support policy goals like homelessness street response and consolidated permitting processes. This includes analyzing current database products  recommending and implementing changes and providing guidance on data quality and access as data sharing occurs.   

    • Determine product requirements and develop specifications for the enhancement or integration of complex systems and databases; ensure alignment with team vision and objectives. 

    • Work with data engineers product leads and key policy stakeholders to prioritize work to ensure effective ROI and continuous improvement 

  • Technical Collaboration:  

    • Lead coordination for building backend databases and frontend tools to create endtoend data products. 

    • Work closely with engineering teams to scope develop and launch features. Clearly define technical requirements specifications and priorities to ensure product quality and timeliness. 

  • Stakeholder Engagement:  

    • Foster collaborative relationships with crossfunctional teams and work with various stakeholders to create unified systems and products that serve a variety of use cases.  

    • Engage with various teams to gather feedback and insights cocreate solutions and manage expectations to meet product goals. 

  • Product Analytics:  

    • Conduct exploratory data analysis to gain insights into data characteristics and identify patterns outliers and anomalies using statistical methods e.g. descriptive statistics correlation analysis hypothesis testing to understand relationships between variables and ensure data quality and accuracy. 

    • Lead analyses using integrated databases to drive insights make policy recommendations and improve frontend tool functionality for San Francisco residents City and County employees and policy leaders. 

  • Continuous Improvement:  

    • Identify and resolve issues optimize processes and propose scalable solutions that enhance user experience and product performance. 

    • Develop and implement solutions to address evolving needs.

  • Can deploy data analysis techniques and data visualization tools 
  • Has strong quantitative analysis skills 
  • Has experience working in Agile teams 

Qualifications :

These minimum qualifications establish the education training experience special skills and/or license(s) which are required for employment in the classification. Please note additional qualifications (i.e. special conditions) may apply to a particular position and will be stated on the exam/job announcement. 

Education: An associate degree OR its equivalent in terms of total course credits/units i.e. at least sixty 60 semester or ninety 90 quarter credits/units with a minimum of twenty 20 semester or thirty 30 quarter credits/units in AND:

Experience: Three 3 years of experience in product or project management 

Substitution: Additional experience as described above may be substituted for the required degree on a yearforyear basis (up to a maximum of two 2 years). One 1 year is equivalent to thirty 30 semester units / fortyfive 45 quarter units with a minimum of 10 semester / 15 quarter units OR Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.


Additional Information :

Compensation: $150670 to $189566 annually $72.4375 to $91.1375 hourly)

Nature of Work 
The incumbent must be willing to work onsite at San Francisco on site five days a week with the possibility of one day remote for a total of 40 hours as determined by the department. Travel within San Francisco may be required.

Parttime experience may also be used to meet experience requirements. One year of fulltime employment is equivalent to 2000 hours. Any overtime hours worked above forty 40 hours per week are not included in the calculation to determine fulltime employment.
