JOB SUMMARY:

This is a civilian position responsible for handling BodyWorn Camera (BWC) program. As the agencys Subject Matter Expert (SME) on the BWC program this position ensures full compliance with established directives policies and legal requirements. The incumbent is tasked with developing and implementing procedures to maintain the integrity of the program tracking equipment assignment monitoring performance and providing remedial training as needed. Additionally this position coordinates with the Axon vendor to ensure technical support system updates and proper management of BWC technology. The role also involves collaborating with the Evidence & Property Unit to ensure proper storage sharing and disposal of digital media as well as conducting audits to maintain program accountability.


The position plays a key role in providing initial BWC training to all personnel assigned to the program in collaboration with the agencys Training Unit. This training ensures all members are properly equipped to use the BWC system in compliance with departmental and legal standards. The incumbent is responsible for occasionally reviewing the retrieval review redaction and dissemination of BWC footage for public records requests to ensure the integrity of the program while the agency stays in compliance with pubic record requests and legal proceedings. This position is responsible of the coordination with the State Attorneys Office (SAO) and other relevant legal entities when material generated through the Body Worn Camera Program is requested to assist the BWC Technicians to properly identify and provide the correct footage. Additionally the position is responsible for managing program resources maintaining documentation and ensuring compliance with retention policies all while staying uptodate with state and federal regulations related to bodyworn cameras and public records management.

Salary Range: $58370.54 $67658.49

Duties

ESSENTIAL JOB FUNCTIONS:

  • Monitor working conditions and recommend improvements to enhance efficiency.
  • Complete administrative tasks including written correspondence recordkeeping and documentation.
  • Assist in the budget process and evaluation of applicable hardware and software.
  • Oversee special projects and additional assignments as needed.
  • Testify in court proceedings when required.
  • Administrate the BodyWorn Camera (BWC) Program ensuring proper operation and compliance.
  • Monitor and maintain all assigned BWC equipment including tracking assignment and maintenance records.
  • Conduct routine equipment inspections and enforce health and safety rules.
  • Ensure firmware updates system settings and software patches are applied as needed.
  • Identify coordinate and fulfill warranty or repair issues for BWC components (cameras docking stations etc..
  • Work with vendors to secure quotes coordinate repairs upgrades and installation of hardware/software.
  • Assess equipment software and training needs making recommendations to leadership.
  • Establish working relationships with vendors and serve as a Subject Matter Expert (SME) for Mobile Video Systems (MVS) and BWC technology policies and procedures.
  • Monitor and maintain cloud storage of BWC videos ensuring proper retention and deletion per policy.
  • Review and categorize BWC videos for proper classification association and quality.
  • Verify all videos are uploaded as required by policy.
  • Ensure at least 150 BWC recordings are audited monthly to confirm operational integrity.
  • Track the hierarchy of shift transfers and associated video documentation.
  • Process and fulfill public records requests (PRR) for digital files and BWC footage in compliance with Florida State Statute and CCSO policy.
  • Redact videos and documents to ensure the protection of confidential information before release.
  • Liaison with the State Attorneys Office and Public Defenders Office to fulfill video requests.
  • Ensure requested records are available for release and are not part of an active investigation.
  • Provide case files videos and photos for internal and external requests including SAO and courtrelated requests.
  • Respond professionally and effectively to public inquiries regarding video records.
  • Develop manage and update BWC directives ensuring compliance.
  • Conduct initial and remedial training for deputies and personnel on BWC policy procedures and equipment usage.
  • Train coach and mentor new staff and agency personnel in proper BWC handling.
  • Identify training needs and provide input on program development.
  • Ensure performance tracking confirming supervisors review videos per statute.
  • Coordinate scheduled audits by notifying supervisors to review videos.
  • Ensure compliance with General Orders federal state and local laws and agency policies and procedures.
  • Develop and maintain professional relationships with CCSO administration coworkers public agencies and community partners.
  • Provide public information and conduct speaking engagements within the agency and community.
  • Propose and implement approved changes or new programs as needed.
  • Participate in meetings briefings and training sessions.

Qualifications and Requirements

LICENCES EDUCATION AND EXPERIENCE REQUIREMENTS:

  • High school diploma or equivalent.
  • Proficient in Microsoft office products.
  • Speak and understand the English language.
  • Five 5 years of relevant experience in law enforcement with at least 2 years specifically involved in BWC management or public records request handling required.
  • Proven experience in reviewing BodyWorn Camera (BWC) footage including providing expert feedback on the appropriateness of force and making informed training recommendations.
  • Familiarity with grant administration and compliance including reporting requirements.
  • Experience in developing and implementing training programs in collaboration with a Training Unit specifically for bodyworn camera users preferred.
  • Familiarity with the Axon BWC system and evidence management platforms like preferred.
  • Experience in conducting random audits of BWC footage to ensure compliance with policies and procedures preferred.

    4. Form DD214 for all periods served in the military
    5. GED or High School Diploma and Sealed Transcripts from the highest level of education
    6. FDLE Authority for Release (notarized)

Supplemental Information

Salary is negotiable for fulltime positions prior to initial hire if requested based on verified experience up to step five 5 of the assigned pay grade. Current employee salary changes are determined based on internal methodology. Please contact Human Resources with any questions.
