THE HUMAN RESOURCES DEPARTMENT

Youll be responsible for:
  • Building and maintaining effective relationships with internal stakeholders external partners and vendors to support HR initiatives and deliver organizational value.
  • Strategizing with hiring managers on approaches and methods to attract and retain toptier talent.
  • Being the ambassador of the City to all applicants job candidates and new hires.
  • Provide coaching and mentorship to managers fostering their professional growth and development employee relations workforce planning and succession planning.
  • Coordinate training and development programs to enhance employee skills and competencies aligning with organizational goals and individual career development plans.
  • Develop and update HR policies and procedures in compliance with labor laws and regulations and ensure consistent application across the organization.
  • Manage the hiring managers daytoday recruitment needs.
  • Assist in maintaining our NEOGOV and Workday systems.
  • Participate in the planning and of popular special events for Team RC.
  • Managing Human Resources Business Partners and Technicians providing leadership and guidance to ensure operational effectiveness and professional growth.
  • Overseeing key HR functions such as leaves administration benefits administration recruitment and selection and budget oversight to support the Citys workforce and strategic goals.

ARE YOU QUALIFIED

Education and/or Experience:

Graduation from an accredited four 4 year college or university with a major in human resources business administration or a closely related field and at least two 2 years of progressively responsible experience in human resources management; or an equivalent combination of education training and experience. Any combination of education and/or experience that has provided the knowledge skills and abilities necessary for satisfactory job performance.

Example combinations includetwoyears of increasingly responsibleprofessional experience performing administrative human resources risk management or similar analysis/duties including or supplemented byabachelorsdegreeinHuman Resources Risk Managementpublic administrationorganizationaldevelopmentor a related field.


Minimum Qualifications:Graduation from an accredited fouryear college or university with a major in Human Resources Business Administration or a closely related field and at least two years of progressively responsible experience in Human Resources management.

Knowledge Skills and Abilities:

Advanced principles practices and techniques of human resources management including employee relations recruitment testing and selection benefits administration classification and job analysis performance planning and appraisal and compensation administration. Principles and practices of internal consulting. Principles and practices of labormanagement relations including negotiation and contract administration techniques. Theory principles and practices applicable to organizational improvement analysis and improvement interventions; principles and practices of group facilitation.
Principles and practices of sound business communication. Principles and practices of effective supervision. Ability to Consult effectively with executives managers and supervisors to develop complex business organizational and people management plans; Plan supervise assign review and evaluate the work of staff engaged in the delivery of human resources programs.; Design plan and implement comprehensive effective human resources programs in multiple functional areas; Analyze and evaluate human resource management practices and develop sound independent conclusions and recommendations in accordance with laws regulations rules and policies; Develop and implement appropriate procedures and controls; Conduct and facilitate meetings; create and deliver presentations; Prepare clear concise and comprehensive reports correspondence and other documents appropriate to the audience; Present proposals and recommendations clearly logically and persuasively; Use tact and diplomacy when dealing with sensitive complex and/or confidential issues and situations; Establish and maintain effective working relationships with all those encountered in the course of work.

Special Requirement:Possession of a valid California drivers license and a satisfactory driving record.
