The Youth and Family Housing Program Manager position is within the Integrated System of Care (ISC) as a member of the Housing and Homeless Prevention (HHP) team in the Division of Partnership Prevention and Services within DCYF. We are looking for a Program Manager to join our team to work toward the common goal of eliminating disparities for youth and families based on race and ethnicity. The housing team leads DCYFs efforts to ensure that youth do not exit systems of care into homelessness that youth with child welfare and juvenile justice involvement are able to make stable transitions into adulthood and that families with child welfare involvement are able to find supported housing options to facilitate reunification. The Opportunity:
As the Youth & Family Housing Program Manager you will be responsible for developing and implementing statewide housing support programs policies and procedures for the Department of Children Youth & Families related to improving equitable access to supportive housing for youth and families across the DCYF service continuum. This role includes ensuring the state is in compliance with state and federal requirements and establishing systems to improve housing opportunities for youth and families with child welfare involvement. You will provide supervision and support to Regional Housing Liaisons responsible for identifying referring certifying and serving youth and families eligible for supportive housing services including federal housing vouchers. You will also provide system level leadership consultation and support to executive and regional leadership program managers community stakeholders contracted providers and partners regarding the administration of supportive housing services for youth and families with child welfare involvement.

Here is some of what you will get to do:
  • Work with DCYFs Communications Office to develop and manage communication and outreach tools.
  • Coordinate with DCYFs Contracts Office to procure execute and manage client services contracts for supportive housing services in all DCYF regions across the state.
  • Ensure DCYF meets commitments specified in established local and state Memorandum of Understanding (MOUs) between DCYF Public Housing Authorities (PHAs) and partnering providers.
  • Recruit additional PHAs and local providers to join established local and state MOUs.
  • Collaborate with relevant agency divisions and other partners to develop processes for collecting analyzing and using data for the purpose of program reporting measuring service level needs and evaluating outcomes.
  • Analyze performance and statewide practice policy and procedure.
  • Hire train and supervise a team of Regional Housing Liaisons.
  • Work with DCYF Government Affairs (GA) and DCYF leadership to develop legislative policy and budget proposals.
  • Draft and submit an annual legislative report on the implementation of supported housing services.
  • Draft language for agency decision packages to enable DCYF leadership to request legislative budget appropriations.
  • Conduct bill analysis on legislative bills that impact supportive housing services for youth and families with child welfare involvement.
  • Ensure coordination of supportive housing services for eligible families and youth with child welfare involvement with DCYFs broader service array as well as services administered by other state and local agencies including HCA OSPI DOH Commerce and others as needed.
  • Communicate regularly with other DCYF program managers.
  • Communicate with DSHSs Economic Services Administration (ESA) to ensure eligible families are connected to financial and economic assistance.
  • Support DCYF regional field offices to provide caseworkers with information about housing resources.
  • Promote best practices regarding the provision of housing assistance and/or the developmental needs of youth and young adults.
  • Promote equity in services with regards to protected class including race ethnicity class ability sexuality gender etc. and advocate for practices and approaches which address disproportionality within systems of care.

Required Qualifications:
  • Equivalent combination of education and specific progressively responsible experience administering developing supervising or implementing programs totaling nine 9 years.

OR

  • A Bachelors degree in social work public administration social science or a related field AND five 5 years of progressively responsible experience in planning administering developing supervising or implementing youthrelated social services.

OR

  • A Masters degree in social work public administration social science or a related field AND three 3 years of progressively responsible experience administering developing supervising or implementing youthrelated social services.

Note: The incumbent must successfully complete formal training courses as required by law policy and regional requirements within one year of their appointment.

In addition to those required qualifications our ideal applicant will also have some or all of the following:
  • Demonstrated ability to lead teams through organizational change program planning project management and quality improvement.
  • Demonstrated experience in managing contracts grants or other local state or federally funded programs.
  • Demonstrated experience in writing budget and policy proposals conducting bill analysis and advising executive level leadership on strategies for meeting agency goals and objectives.
  • Demonstrated experience having direct responsibility for supervising supporting and providing direction to a team of employees all working towards the same goals and objectives.
  • Demonstrated experience managing stakeholder and partner relationships facilitating group meetings and navigating differing opinions and perspectives amongst stakeholders and partners.
  • Demonstrated experience in organizing analyzing and reporting program and service data to identify systems gaps and opportunities.
  • Demonstrated advanced knowledge of child welfare juvenile justice and the disproportionate impact of those systems on Black Indigenous People of Color and LGBTQ youth.
  • Demonstrated advanced understanding of the developmental needs of adolescents and how to effectively support young people as they transition to adulthood.
  • Demonstrated advanced knowledge of local state and federal resources policies and best practices which address the housing stability needs of youth and families experiencing homelessness.
  • Demonstrated advanced knowledge of tenants rights and responsibilities as well as how to effectively build and sustain relationships with property managers and landlords.
  • Demonstrated experience working with Public Housing Authorities (PHAs) to administer housing assistance to eligible households.
  • Demonstrated experience in quality assurance and program evaluation methodologies.
