Statewide Substance Use Disorder (SUD) Systems Analyst (MA5/DBHR) Project

This is a project position funded through 06/30/2027


We are seeking a substance use disorder professional (SUDP) or subject matter expert (SME) to lead statewide initiatives in improving care for individuals who use or are diagnosed with a substance use disorder. As the Statewide SUD Systems Analyst youll drive American Society of Addiction Medicine (ASAM) implementation support community programs and collaborate with key HCA partners. As the SME this position will provide policy recommendations and support best practices under ASAM criteria. About the position:
The Statewide SUD Systems Analyst (Management Analyst 5 is critical to the achievement of HCAs mission of purchasing delivering and providing access to high quality health care and health care systems. This role is in the Division of Behavioral Health and Recovery and will lead efforts to implement the latest addiction treatment standards (ASAM 4th edition) and improve communitybased response programs. They will also help shape policies affecting treatment providers Medicaid programs and billing processes. The MA5 coordinates with various HCA partners to improve care access and expand harm reduction efforts across the community behavioral health system.


This position is eligible to telework but is occasionally required to report onsite to meet business need. The default assigned work location of all Health Care Authority (HCA) positions both onsite and telework eligible positions is within the State of Washington.This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support outofstate telework.

Duties


Some of what you will do:

  • Plan and coordinate the activities of the ASAM 4th Edition steering committee and everyone involved in the development of comprehensive statewide reviews plans policies contracts and billing needed to update provider billing and coding related to new SUD treatment under ASAM4.
  • Design develop implement and evaluate agency and statewide health care policy related to best practices in adopting new standards under ASAM4.
  • Evaluate the effectiveness of health care program policies and initiatives related to implementation of ASAM4.
  • Research and develop new strategies and manage the development and implementation of statewide health care initiatives and policy directives related to ASAM4 and the associated populationspecific subcriteria.
  • Provide subject matter expertise and technical assistance to community behavioral health agencies on the development of policies and procedures which support ASAM4.
  • Research health care trends reform innovative models and connect with counterparts in other states on these items to find evidencebased policy and lessons learned for the development of Washington health policy related to ASAM4
  • Provide recommendations regarding highly complex issues involving broad scope ASAM implementation issues including process improvements policy development and bill procedures that have a significant impact on agencies statewide and the public.
  • Provide technical assistance to community providers on program design and implementation including best practices on billing Medicaid under ASAM4.
  • Provide support and connection to subject matter expertise on ProviderOne enrollment claims billing and payment conflict resolution related to SUD billing.
  • Meet with HCA Rules Team and Department of Health to determine which Washington Administrative Code (WAC) changes are needed to coincide with implementation of ASAM 4th edition
  • Work closely with the Office of Insurance Commissioner to coordinate efforts related to implementation of Second Engrossed Substitute Senate Bill 6228.
  • Support High Intensity Community Based OUD Treatment Services program goals and objectives develop timetables and work plans program policies and procedures


Qualifications


Required qualifications:

Qualifying candidates will meet one of the following criteria options:


Option 1:

Masters degree or higher in social public health social services behavioral health or a related field and three 3 years of the required experience below


Option 2:

Bachelors degree in a field identified above and five 5 years of the required experience below


Option 3:

Associate degree in a field identified above and seven 7 years of the required experience below


Option 4:

Nine 9 years of the required experience below


The required experience includes two or more of the following in a public health behavioral health managed care or other healthcare system:

  • Conducting research
  • Analyzing policies laws rules or regulations
  • Conducting business analysis and developing requirements
  • Leading business projects
  • Managing business operations
  • Business policy development


Required knowledge skills and abilities:

  • Knowledge of the Diagnostic and Statistical Manual of Mental Disorders (DSMV) and knowledge and skills in applying the American Society of Addiction Medicine Criteria 3rd and 4th editions) to help determine level of care for individuals with a substance use disorder
  • Extensive knowledge about the health and social service needs of people who use lowbarrier healthcare and harm reduction
  • Demonstrated ability to problemsolve prioritize workloads meet deadlines and provide independent strategic direction/decision making
  • Ability to maintain relationships coordinate and build consensus among internal and external stakeholders
  • Ability to work across systems to develop improved coordination of care for individuals with multiple needs
  • Ability to make datainformed decisions and conduct databased program planning and service recommendations
  • Knowledge and understanding of Medicaid Managed Care in Washington state


Preferred qualifications:

  • Experience working in a licensed or certified behavioral health agency providing substance use and opioid use disorder services
  • Experience working in or receiving services from WA State lowbarrier service programs including SSPs and other social service programs
  • Project management knowledge skills and ability to: apply project management methodologies tools and techniques to include planning executing controlling and closing a project
  • Knowledge of federal and state substance use disorder statutes rules and regulations including Medicaid rules and regulations
  • Knowledge and understanding of primary care systems including Federally Qualified Health Centers
  • Ability to work collaboratively and communicate effectively with multiple stakeholders including consumers advocates healthcare providers legislative staff and more to develop policies and programming to support improved drug user health outcomes
  • Excellent written and verbal communication skills including the ability to develop and conduct presentations to a variety of audiences demonstrating effective organization communication and technical skills
  • Ability to work independently think creatively and organize and prioritize a wide range of responsibilities
  • Demonstrated commitment to diversity equity quality and inclusion in healthcare
  • High level of expertise and experience in stakeholder management and communication planning
