Are you looking for a new leadership opportunity We are looking for a candidate to join our Early Support for Infants & Toddlers (ESIT) State Leadership Team and lead the development and design of a statewide stakeholder and community engagement system. This endeavor will support ongoing systemic improvement efforts including crosssector work leading to the statewide implementation of effective systems of services and programs that will improve outcomes for infants and toddlers and their families.

The Opportunity:
As the ESIT Partnership Collaboration & Family Engagement Manager you will strategically support state regional and local practitioners to build on family strengths by providing coordination resources and services to enhance the development of children with developmental delays or disabilities to engage in everyday learning opportunities. You will be responsible for recruitment orientation supervision coaching and retention of four specialists assigned to the Partnership Collaboration and Family Engagement Team. You will also be responsible for promoting and ensuring internal and external stakeholders understanding of crosscutting themes. These themes are critical for the development and sustainability of quality early intervention systems including effective family leadership multidimensional communication meaningful collaboration standardized datadriven decisionmaking protocols and advanced coordination within and across the states early care and education programs.

Some of what youll get to do:
  • Establish the purpose vision and parameters for the development and implementation of the comprehensive inclusive and equitybased Partnership and Stakeholder Engagement Plan that reflects agency priorities State Interagency Coordinating Councils areas of focus and early intervention guiding principles.
  • Plan and implement evaluative qualitative and quantitative stakeholder and familycentered performance strategies in direct support of improved outcomes for children and their families.
  • Serve as the designated State Staff Liaison to the State Interagency Coordinating Councils Executive Steering Committee and collaborate with the Committee Chair to establish an annual work plan and monthly agendas.
  • Provide opportunities for stakeholders to give input about the content of the engagement plan in collaboration with the Data Systems & Analysis Manager on a semiannual basis including progress on performance indicators and target settings in the State Performance Plan.
  • Develop and/or implement existing governance structures that delineate appropriate decisionmaking authority and accountability consistent with the strategies in the Partnership and Stakeholder Engagement Plan.
  • Demonstrate applicability of and encourage implementation of strategies that promote frank respectful discussions and facilitate the development and maintenance of longterm collaborative relationships across local regional and state agencies and partners.
  • Inform legislators funders and public/private partners on a routine basis about the benefits and accomplishments of Part C of IDEA and the continuing needs of the statewide early support system as it relates to the ESIT Strategic Action Plan.
  • Serve as the ESITdesignated legislative liaison and conduct bill analysis in collaboration with the Resource Allocations Manager.
  • Provide direct supervision of all assigned state staff responsible for tribal state and federal leadership tasks to meet the needs of the state agency and other local and/or county ESIT Provider Agencies.
  • Resolve adaptive technical and operational challenges across state regional and local early intervention systems using open frank and transparent communication strategies.
  • Facilitate clear communication collaboration and relationshipbuilding with diverse communitybased partners at multiple intersections of the statewide early support system in collaboration with other early care and education systems.
  • Plan and lead internal and external webinars promoting development and implementation of codesigned community and stakeholder engagement strategies by state regional county and local leaders that can yield sustainable inclusive system improvements and increased outcomes for children and families.
  • Coordinate the development and implementation of statewide dispute resolution training and technical assistance at state regional county and local levels in collaboration with Accountability & Quality Improvement Manager to ensure agency expectations and principles of racial equity and social justice are in place.
Required Qualifications:
  • Equivalent combination of education and professional experience totaling eight 8 years in early childhood education child development early learning state preschool education comprehensive preschool programming or closely related field.
OR

  • A Bachelors degree AND six 6 years of professional experience in early childhood education child development early learning state preschool education comprehensive preschool programming or closely related field.

In addition to those required qualifications our ideal applicant will also have some or all of the following:
  • Demonstrated experience working with Individuals with Disabilities Education Act (IDEA).
  • Demonstrated work experience with researchbased analytics including the use of Logic Models to plan implement and evaluate complex comprehensive and statewide early intervention Systemic Improvement Plans.
