BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The ongoing conflict in Ukraine has led to a largescale humanitarian crisis with millions of people displaced and in need of assistance. Since 2022 the World Food Programme (WFP) has mounted an emergency operation in Ukraine providing lifesaving food and cash assistance to conflictaffected populations. At the same time Ukraine possesses an extensive national social protection system managed primarily by the Ministry of Social Policy (MoSP) which delivers social benefits and services (e.g. pensions disability allowances subsidies and IDP assistance) to vulnerable citizens. However the war has strained these national systems revealing gaps in coverage and capacity. Humanitarian organizations including WFP have often operated in parallel to government programmes to meet urgent needs. There is now a strategic push to better align humanitarian assistance with Ukraines social protection system to enhance sustainability and local ownership of aid efforts. Against this backdrop WFP intends to hire a Social Protection Specialist for a period of three months based in Kyiv Ukraine to conduct an indepth assessment of WFPs existing humanitarian programmes in Ukraine from the perspective of humanitariansocial protection linkages. The assessment will inform WFPs strategic positioning and operational adjustments to align more closely with national systems and the work of partners.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Assessment of Social Protection Landscape: Conduct a comprehensive mapping of Ukraines national social protection ecosystem including policies programs information systems institutional roles and ongoing reforms with special attention to the Ministry of Social Policy (MoSP).
2. Stakeholder Analysis and Engagement: Analyze and engage with key stakeholdersgovernment bodies humanitarian donors (e.g. BHA GFFO/BMZ ECHO) and development actors (e.g. UNDP World Bank)to understand their strategies funding priorities and coordination mechanisms.
3. Gap and Opportunity Identification: Evaluate the alignment and disconnects between WFPs humanitarian programs and the national system to identify gaps overlaps and areas for strategic and operational improvement.
4. Recommendations Development: Generate actionable recommendations that help WFP align its humanitarian programming with Ukraines social protection system including both highlevel strategic adjustments and detailed operational changes.
5. Transition and Exit Strategy Formulation: Design a roadmap for the gradual integration of WFP beneficiaries into governmentled social protection programs and outline the conditions and steps for WFPs phased exit from direct aid delivery in Ukraine.
DELIVERABLES AT THE END OF THE CONTRACT:
Inception Report and Work Plan (by Week 2: Includes methodology schedule of activities and early observations based on initial desk review.
Social Protection Ecosystem Mapping & Donor Analysis (by Week 4: A detailed report mapping the social protection system and summarizing donor positions on humanitariansocial protection linkages.
Midterm Progress Report (by Week 6: Consolidated findings from stakeholder consultations initial gap analysis and preliminary directions for recommendations.
Draft Recommendations & Transition Plan (by Week 8: A draft report outlining strategic and operational recommendations and a transition roadmap for internal review.
Final Report and Plan (by Week 12: Comprehensive final assessment including validated recommendations a phased transition and exit strategy risk analysis and a presentation for stakeholders.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree (Masters or higher) in Social Policy Public Administration Development Studies Economics Humanitarian Affairs or a related field. A strong theoretical background in social protection systems and/or humanitarian assistance is required. (A firstlevel university degree with additional years of relevant experience may be considered in lieu of an advanced degree.
Experience: At least 15 years of progressively responsible experience in humanitarian or development programming with substantial experience in social protection or cash transfer programming. The ideal candidate will have a mix of field and analytical experience including:
Experience in assessing or designing social protection programmes or policies preferably in contexts bridging humanitarian and government systems (socalled shock responsive or adaptive social protection).
Experience with humanitarian operations (e.g. with WFP or other UN agencies NGOs) in contexts of conflict or disaster including knowledge of cashbased interventions and livelihood support.
Familiarity with the Ukraine context or Eastern Europe region is a strong asset for instance prior work in Ukraine or countries with similar social protection challenges would be beneficial.
Demonstrated experience in conducting strategic assessments or evaluations and formulating highlevel recommendations for international organizations or
governments.
Knowledge & Skills:
Indepth understanding of social protection systems (design delivery mechanisms financing etc. and how these can interface with emergency humanitarian aid. Knowledge of key concepts such as social registries targeting mechanisms benefit transfer systems and shockresponsive design is expected.
Knowledge of the international humanitarian architecture and donor landscape in humanitarian response. Familiarity with donor approaches (USAID/BHA ECHO etc. and global frameworks for the humanitariandevelopment nexus will be important.
Strong analytical skills able to analyze quantitative data (e.g. coverage statistics demographics) and qualitative information to draw insights. Proficiency in basic data analysis tools or software is an advantage.
Excellent research and writing skills with the ability to produce clear wellstructured reports. The consultant should be capable of distilling complex
information into actionable findings and recommendations.
Strong presentation and communication skills comfortable leading discussions delivering presentations to senior stakeholders and facilitating workshops. Ability to communicate technical concepts to nonspecialist audiences is valuable.
Languages: Fluency in spoken and written English is required. Knowledge of Ukrainian (or Russian) is an asset as it would facilitate direct engagement with government and review of national documents.
