JOB GOAL: To administer the Districts financial operation management information systems and administrative support systems efficiently and effectively so as to provide the best possible educational services with the resources available. COLLABORATES WITH: Towns Finance Office PersonnelREPORTS TO: Superintendent of SchoolsTERMS OF EMPLOYMENT: Twelvemonth year. EVALUATION: Performance of this job will be evaluated annually by the Superintendent. PERFORMANCE RESPONSIBILITIES: for working collaboratively with Town Finance Office as it relates to all financial accounting systems including financial forecasting and reporting budget preparation cash flow reporting invoicing accounts payable and receivable payroll bank reconciliations yearend financial reports local Federal and State reports (including UCOA) data surveys and internal auditing controls of all school accounts and financial procedures and acts as the budget control the preparation of and oversees the annual operating and Capital Improvement Program budgets of the collaboratively with the Rhode Island Department of prepares and monitors in coordination with the Facilities Director R.I. Department of Education Housing Aid forms and as needed Necessity of Construction Application consistent with cash flow analysis in the Capital Reserve School Improvement as the Districts liaison with all local Town regional State Federal private funding and financial oversight for reconciling all required statistical data for the preparation of the budget strategic longrange planning and decision and submits a monthly financial statement to the School Committee through the Superintendent of financial and statistical reports as required by state federal and local applications and/or activities considered necessary for securing State/Federal financial aid including Impact Aid and grants and distribution of surplus responsibility for the entire procurement cycle including the bid process in accordance with existing procurement local state and federal procedures and the Districts insurance and asset protection the nonpublic textbook program through East Bay Educational ongoing preparation for annual audits and reviews final drafts of findings with auditing in the labor contract negotiations analyzes proposals and prepares fiscal impact and administers all personnel data reports and benefits administration including medical dental and life insurance pension disability and workers compensation and record keeping of sick leave and with the Director of Facilities to ensure smooth operation of the school through the Food Service Management Company the cafeteria services and school lunch data processing systems in collaboration with the Town finance office to provide management information as required for budget forecast and longrange organizes and controls the overall activities of electronic data processing including system analysis programming and computer operation activities as related to the Districts business the districts record retention requirements and state monthly school committee meetings budget meetings budget workshops and other meetings as requested by the Superintendent of Benefit Clerks Position Control Personnel Changes and compliance with FMLA/LOA/Title IX/Staff 504 regulations in collaboration with the onboarding and offboarding procedures in collaboration with the Town finance office as well as overseeing unemployment workers compensation and job other work as required by the Superintendent of Schools.
