In meeting this mission Attorney General Kathy Jennings is supported by teams of talented lawyers and staff in the Criminal Civil Family Fraud and Consumer Protection and Civil Rights and Public Trust Divisions. Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion.

Deputy Attorneys General with critical support from criminal special investigators victim service specialists paraprofessionals and administrative staff prosecute criminal cases enforce consumer laws provide counsel to state agencies ensure the publics access to open government protect the abused and much more.

Summary Statement

The Delaware Department of Justice Fraud and Consumer Protection Division Medicaid Fraud Control Unit (MFCU) is seeking a Chief Special Investigator to lead and oversee investigations into civil and criminal health care fraud patient abuse neglect and financial exploitation within medical facilities. Under the direct supervision of the MFCU Director this role is responsible for supervising Special Investigators and Nurse Analysts ensuring the effective progress of investigations and actively managing their own caseload. The Chief Special Investigator will also serve as a key liaison with federal and state agencies conduct outreach efforts and provide training to staff on critical fraud and abuse detection trends. This position plays a vital role in protecting the integrity of the Medicaid program and ensuring accountability within the health care system.

Essential Functions

Under the direct supervision of the Director of the Medicaid Fraud Control Unit (MFCU) the Chief Special Investigator will supervise the MFCU Special Investigators and Nurse Analysts in conducting investigations of alleged civil and criminal health care fraud patient abuse neglect mistreatment and financial exploitation in facilities and diversion of pharmaceutical by health care providers. The Chief Special Investigator will assign supervise and monitor the progress of all investigations conducted by the MFCU Special Investigators and Nurse Analysts including but not limited to timely review of reports Special Investigator meetings case team meetings with Unit Deputy Attorneys General and involvement in search warrants arrests and case closures. The Chief Special Investigator will also independently handle their own caseload of health care fraud and patient abuse/neglect cases and perform other duties as assigned.

The Chief Special Investigator will also serve as a liaison with all federal and state regulatory administrative and law enforcement agencies responsible for oversight of the Medicaid program and/or the investigation of health care fraud and patient abuse/neglect. The Chief Special Investigator will organize and/or conduct outreach at statelicensed facilities longterm care nursing homes state lawenforcement academies and other community outreach events. The Chief Special Investigator will attend training to stay current on fraud trends and will work with the Director and Deputy Director to train Unit staff in areas of importance to MFCUs mission.

Job Requirements

Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Minimum five years law enforcement experience or the functional equivalent with a background in criminal investigation.
  2. Prior experience in managing law enforcement officers and/or DOJ investigators tasked with investigating complex felony cases and/or complex civil matters.
  3. Proficient in Microsoft Office Excel Power Point DELJIS NCIC and LEISS.
  4. Ability to communicate ideas clearly and effectively in both written and verbal formats
  5. Possession of a valid drivers license.
  6. Ability to qualify and carry a weapon.
  7. Current or recent Police Officers Standards Training (POST) certification (formerly known as Council on Police Training (COPT) certificate).
