JOB OVERVIEW:
The ECMH and Family Navigation Supervisor is responsible for coordination and oversite of a comprehensive infant/early childhood mental health consultation and family navigation strategy that has clear standards of accountability which meets the needs of professionals in the field improves outcomes for young children strengthens the relationship with early intervention and is coordinated with the work of regional partners the City of Philadelphia Office of Children and Families DBHIDS and the Pennsylvania Office of Child Development and Early Learning.

This position is under the direct supervision of the Provider Services Manager and works closely with all members of the PHLpreK management team. The ECMH and Family Navigation Supervisor supervises the team of three ECMH Consultants and two Family Navigators.

RESPONSIBILITIES:
Administration. Provide leadership in the program design policies and procedures for implementation with funders.
Manage Consultants: Hire supervise and evaluate the performance of early childhood mental health consultants and family navigators.
Provide supervision: Supervise family navigators and EECMH consultants and provide feedback to consultants to ensure consistency of program implementation and coordinate reflective supervision opportunities for consultants.
Support consultation: Oversee consultants implementation of a multitiered consultative approach.
Staff Development and Training: Identify the need for and provide/coordinate staff development and training as needed to support program initiatives. Oversee coordination and develop of training/ workshops for early childhood programs and families as needed.
Ensure quality: Ensure that he quality of work meets program and organizational standards.
Collaborate: Work with clients state and local community partners and funders to coordinate services.
Case management: Provide case management services assessment evaluations and goals.
Documentation and Reporting: Designs and implements fidelity and accountability measures. Document the provision of services assessments evaluations and goals and produce program reports.
Referrals: Coordinate the assignment of referrals within the team and to outside agencies as appropriate.
Meeting participation: Attend and facilitate meetings with funder partners teacher families and LEA as needed.
Coordination of services. Leads efforts to ensure coordination of services between state and city organizations (e.g. PA Key OCF & DBHIDS etc. that coordinate and implement similar serves.
All other duties as assigned.

COMPETENCIES:
Knowledge of personal computers and networked systems and their use applications for database management tracking and reporting in a human services or similar environment
Ability to facilitate the coordination of multiple tasks and manage a variety of projects simultaneously.
Ability to communicate effectively with employees other professionals government agencies in a positive pleasant professional and productive manner in writing by telephone and in personal contacts.
Ability to contribute to the PHLpreK Intermediary leadership team and recommend family friendly policies and practices.
Knowledge of community resources and how to access services for children and families.
Ability to work independently and effectively as a member of a team.

MINIMUM QUALIFICATIONS:
Masters degree (preferred) in Child Development Social Work Psychology Early Childhood Education Special Education Human Services or related field. Bachelors degree in the above fields considered.
Infant Mental Health Endorsement or Early Childhood Mental Health Endorsement preferred or willingness to obtain.
Minimum of 3 years supervisory experience and 5 years of highlevel work in the field of early learning with experience in partnership work and administration.
Knowledge of and experience in the delivery of early childhood mental health consultation and family navigation supports.
Knowledge of and experience with systems to support behavioral health and early intervention needs.
Minimum of three years of experience in Community Engagement and Outreach
Experience with data management information systems is highly desirable.

OTHER REQUIREMENTS:
This job includes the normal physical demands associated with office work including bending lifting and carrying.
This position may include the need to attend weekend or evening meetings or trainings and might involve travel.
Ability to pass a health examination and criminal background check. Ability to work effectively with minimal daily guidance. Knowledge of community resources. Successful experience working in a team setting. Ability to present a positive image of the organization to members of the community.
Other duties as assigned.
