Position Overview
QinetiQ US is seeking a Site Manager to support the Avantus Program Management Office (PMO) that manages the DHS Customs & Border Protection Tethered Aerostat Radar System (TARS) program. The TARS program leverages aerostat systems to provide persistent surveillance and detection capabilities to the U.S. Government customer across eight 8 different operational sites.
The successful candidate will serve as the overall site manager for multiple operational sites that are geographically dispersed along the U.S. border and have direct TARS TASS or PSST experience as a current site support person or prior program support. They will work with the multiple onsite flight directors to coordinated installation repair and improvement projects with operational maintenance and repair timelines. They will report to TARS Program Director and Program Management Office for long term planning of site activities and with the onsite personnel for daily . They must be willing to travel to individual sites as needed. Specific responsibilities include:
Responsibilities
- Responsible for 23 operational sites within a geographic area.
- Obtains training and certification as flight director.
- Manages all aspects of facility site maintenance logistics and scheduling.
- Supports the onshift Flight Director during Launch and Recovery operations as needed.
- Serves as the function manager for all required maintenance that does not impact flight operations.
- Works with onsite logisticians and PMO procurement to track deliver and receive all deliveries for each site.
- Responsible for establishing and managing all Government Furnished Material inventories tool closet inventories and repair parts inventory.
- Ensures the operation maintenance and repair of Real Property Real Property Installed Equipment (RPIE) Real Property Similar Equipment (RPSE) roads and grounds utility systems security systems fire systems and environmental protection systems
- Coordinates and schedules maintenance of all real property structures to include civil mechanical and electrical minor repairs such as utilities including water electrical sewer and pumps.
- Responsible for coordinating maintenance of concrete pads asphalt pavement and sidewalks.
- Works with subcontractors to ensure subcontracted jobs are completed on time under budget and per the specifications as outlined in the scope of work.
- Performs corrective and preventive maintenance activities on the aerostat pressure control subsystems power subsystems mechanical and hydraulic subsystems aerostat hardware and rigging tether subsystem and aerostat envelope.
- Develops the Statement of Work (SOW) portion of the 332 for site modifications to include photos detailed sketches and parts lists for ordering material as required.
Required Qualifications
- Successfully completed Background Investigation with a Favorable Suitability Determination and issuance of DHS Suitability determination.
- Ability to become certified inflight operation roles
- Bachelor Degree in related field (Facility Management Engineering etc.
- 10 years of direct experience with maintenance logistics or site support as identified
- Ability to manage personnel at multiple sites.
- Valid U.S. Drivers license required.
- Proof of U.S. residency required.
- Ability to carry up to 50 lbs.
- Ability to climb ladders.
Preferred Qualifications
- Familiarity with lighter than air programs such as TARS TASS or PSST
- Certification as a facility manager or similar
- Ability to solve complex problems
- Ability to adapt quickly to changes in priority and to multitask
- Excellent verbal written and interpersonal skills
- Selfmotivated with high energy level
- Ability to manage multiple workstreams effectively.
- Sound judgment and strong organizational skills
