The Washington State Department of Children Youth and Families (DCYF) Financial and Business Services Division is seeking a Contracts Specialist 1 to support the operations of the Contracts Office from the statewide headquarters in Olympia Washington.

The Opportunity:

As a Contracts Specialist 1 you will be responsible for the administration of routine contracts to include but not limited to interagency agreements leases and letters of understanding to provide or obtain services or goods on behalf of the agency. You will also initiate competitive bid projects develop specifications and terms initiate advertising for bids; while also providing for the receipt processing and award of contracts. Additionally as the Contracts Specialist 1 you will provide assistance to other Contracts Specialists when needed and will also review performance and evaluate compliance with the terms of contracts.


Some of what you will do:

  • Initiate the competitive contracting process (competitive bid projects) including the development of specifications and terms.
  • Administer contracts with other WA State Agencies other state governments federal agencies and private vendors for goods services and project funding.
  • Initiate advertising for bids/procurement efforts.
  • Provide receipt processing and award contracts.
  • Obtain signatures of authorized parties or their agents of the parties to agreements/contracts.
  • Develop and maintain a list of authorized contract signatories.
  • Coordinate the termination of agreements and contracts.
  • Review the performance of contractors and evaluate their compliance with the terms of the contract.
  • Identify areas of noncompliance by the contractor which require correction.
  • Advise DCYF departments offices and staff members on the procedures involved in contracting for goods and/or services.

Required qualifications:

  • Equivalent combination of education and experience totaling five 5 years.

OR

  • A Bachelors degree involving major study in business administration public administration business law commerce economics mathematics statistics or a closely allied field AND one 1 year of experience in negotiating administering or terminating contracts contract property management contract cost or price analysis or contract compliance administration.

In addition to those required qualifications our ideal applicant will also have some or all of the following:

Knowledge and Abilities:

  • Washington State Federal laws and regulations governing contracts and agreements.
  • Working knowledge of contract principles theory and application.
  • Demonstrated firm understanding of contract terminology and development along with contract practices and procedures.
  • Demonstrated ability to write effectively while also representing the agency in coordination and negotiation with other governmental agencies and private industry.
  • Demonstrated ability to recognize desirable contract terms and provisions while also being able to identify areas and incidents of noncompliance with existing contracts.
