Main Purpose of Job
This position is responsible for the development of program policies analyzingprograms and program data to assess their effectiveness and communicatingprogram changes to advocates frontline staff and other stakeholders. The positiondevelops and executes plans as necessary to implement nutrition assistanceprograms. He or she leads policy discussions independently collaborates withtechnology teams to develop user stories and implement system changes to enhancethe delivery of programs. An individual in this position is responsible for draftingresponses to legislative proposals developing corrective action plans to addressaudit and federal monitoring visits.
POSITION DUTIES
Responsible for providing support to the Assistant Director of ONAP with the policy development data analysis & reporting training and implementation of all ONAP programs.Develop and implement policy rules regulations standards and controls for carrying out the work of ONAP programs.
Responsible for drafting and updating policy manuals action transmittals information memos FNS reports and corrective action plans.
Work with technical teams to establish the technology infrastructure for the new and existing ONAP programs and integration of new and existing program/system changes into MDThink Enrollment and Eligibility Systems.
Promote the work of the department through frequent contact with interested groups and individuals.
Represent the department in a liaison capacity with officials of other agencies concerning administrative activities.
Coordinate with advocates policy institutions (i.e. Universities and Think Tanks) to better understand and refine policies as well as evaluate programs.
Assist in the development of training materials for local offices.
Conduct outreach to educate vendors advocates and the public about nutrition assistance programs.
MINIMUM QUALIFICATIONS
Experience:Eight years of experience four years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations.
Notes:
1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and fouryears of experience in the administration of a human services program or experience conducting studies and analyses ofprograms procedures practices and organizations for the required experience.
2. Candidates may substitute graduate level education at anaccredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience.
may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General Administrative Clerical and Office Services field of work on a yearforyear basis for therequired experience.
DESIRED OR PREFERRED QUALIFICATIONS
The successful candidate will have demonstrated many or preferably all of the following:
- One year of experience working in a Family Investment program.
- One year of experience developing program policies and analyzing program data.
- One year of experienceinterpreting federal and state program regulations policies and procedures.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25 of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75 of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
