The GIS Analyst III position performs updates to propertymaps and underlying datasets and GIS data layers utilizing varied data producedboth within and outside the Department of Planning (MDP). The end products forthis position are tax assessment (property) maps and the MdProperty View/FINDERGIS products used by this and other State agencies to provide guidanceanalysis outreach and support to ensure that all the States naturalresources built environment and public assets are preserved and Data & Mapping supports the Administrations (as well as public andprivate sector) interest in providing essential planning data information andanalysis and facilitating the real property assessment process withcomputerized geospatial planning tools.
The position works with other staff from MDP other Stateagencies local governments federal agencies various stakeholders and thepublic toward achieving State and Department Parcel Data & Mapping goals.
I. Property Mapping Production Work with localjurisdictions state agencies and within the department to prepare GIS mapsand data to produce customized products made by the Department of includes the preparation updating and plotting of tax assessment maps andthe production of MdProperty View and related products.
II. Dataset Analytics Prepare and/or review various GISmap layers and underlying datasets from varying sources to resolvediscrepancies and produce accurate products for use in various planningprojects. Assess accuracy and precision of datasets for utilization in complexcustomized product development. Identify information resources from within the departmentand from other state and local agencies to fulfill the needs of the planningprojects.
III. Methodology development Develop methodologies forand perform major data transformation processes utilizing various datasets fromlocal jurisdictions state agencies and Department datasets. Work with localstakeholders state agencies and other Department units to determine parceldataset requirements. Incorporates business processes that meet the needs of thesestakeholders.
IV. Training staff Conduct training and advisesubordinate professionals in GISrelated software needed to support planningprojects.
Education: ABachelors degree from an accredited college or university including 30 credithours in Geography Geographic Information Systems Economics EnvironmentalScience Environmental Studies Planning Mathematics Computer ScienceStatistics or Information Technology.
Experience: Two years of experience in geospatial analysis.

1. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university accompanied by a GeographicInformation Systems Professional Certificate (GISP) from The GIS CertificationInstitute for the required education.
2. Candidates may substitute the possession of a Mastersdegree from an accredited college or university in the specified educationalfields for one year of the required experience.
3. Candidates may substitute the possession of anadditional Masters degree from an accredited college or university in thespecified educational fields for an additional year of the required experience.
4. Candidates may substitute the possession of a Doctoratedegree from an accredited college or university in the specified educational fieldsfor the required experience.
5. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in Logistics ArchitectGeospatial Intelligence Analyst or Cryptologic classifications or LogisticsArchitect specialty codes in the Architect field of work on a yearforyearbasis for the required experience and education.
DESIRED QUALIFICATIONS
Three years of experience working with ArcGIS software.
Two years of experience working with cadastral data.
One year of experience working with land records.
One year of experience working with spatial databases.
