Thisposition plans directs and supervises the operations of the SedimentStormwater & Dam Safety Programs ProgramReview Division. The incumbent in this position will be responsible forimplementing various urban environmental programs and activities including butnot limited to issuing National Pollutant Discharge Elimination System (NPDES)municipal stormwater permits and overseeing the implementation of local erosionand sediment control and stormwater management programs. This is accomplishedby analysis of NPDES stormwater applications the planning and supervision ofpermit composition the determination of NPDES compliance and the periodic fieldreview of local erosion and sediment control and stormwater management programeffectiveness.
Thisposition supervises inspectors natural resource planners and engineers in theadministration of local erosion and sediment control and stormwater position functions as a liaison to elected officials (localState and Federal) the Office of the Secretary and theDirector of the Water and Science Administration on erosion and sedimentcontrol and stormwater management policy Program Manager isresponsible for implementing three State statutes and a federally mandatedprogram including the: Sediment Control Act Stormwater Management Act StateNPDES Requirements and Section 402 of the federal Clean Water Act.
Theincumbent in this position will be required to drive a State vehicle. If youmaintain an outofstate driving license you must provide a certified copy ofyour driving record from the appropriate Motor Vehicle Administration at thetime of appointment. Individuals must maintain a drivers license with no morethan 5 points on their driving record in order to drive a State vehicle.
EDUCATION: Possession of a Bachelorsdegree from an accredited college or university that includes 30 credits in thebiological environmental physical sciences other appropriate technicaldiscipline or possession of a Bachelors degree from an accredited college oruniversity in Environmental Law or Environmental Public Policy or otherappropriate related degree.
EXPERIENCE: Five 5)years of experience supervising professionalstaff in an environmental field or experience as an environmental projectmanager including assigning tasks setting priorities and reviewing workproducts.
NOTES:
1 Professional or scientific experience related to naturalresources environment or public health may be substituted on a yearforyearbasis for education.
2 One additional year of experience in professional scientificnatural resources or environmental or public health may be substituted for the30 specialized academic credits.
