Salary range: $116656.56 $141775.20 annuallyA pay period is two weeks in length that starts on Wednesday and ends on Tuesday. This schedule is subject to change based on the Librarys current operational need.

The 11story downtown Central Library is occupied by several hundred staff and several thousand Library users and visitors daily. Additionally 26 branch libraries located in neighborhoods throughout Seattle also receive a large number of visitors daily. This position manages the of policies and standards adopted by the Library for protection of the public volunteers and staff and to secure personal and Library property and assets. The position reports to the Administrative Services Director.
The Library Environment and Security Services Manager functions as part of a management team that provides systemwide support for the Librarys facilities and security operations. The position interacts with other Library managers supervisors and staff to coordinate security and safety responses. This position communicates and interprets policies and procedures assists with evaluating security needs and plans security activities and programs. This position leads the implementation of safety and security standards and recommends and plans program improvements.The Library Environment and Security Services Manager spends the majority of their time with the supervision of the security program. The position works directly with the Security and Safety Services Supervisor the Security Analyst and the Administrative Specialist in maintaining and developing the administrative processes procedures data management systems and records required by the security and safety program.
The Library Environment and Security Services Manager through the Safety Services Supervisor and Security Officers oversees and enforce the Librarys Rules of Conduct and Community Use Agreement receives and acts on information about security issues and trends across the library system as a whole. Activities can include gathering information from management and staff to understand impact of security practices and policies organizing and delivering training on security policies identifying resources needs and opportunities to collaborate with other City entities including the CARE team and Seattle Police Department.
The Library Environment and Security Services Manager generates and reviews reports with statistical data as needed. This position may also review and recommend exclusion lengths for violations noted in the security incident reports.
The Library Environment and Security Services Manager may also represent the security/safety unit with issues such as entrance control systems building fire/safety alarm systems and staffing the Librarys emergency operations activities.
Job Responsibilities
- Assure the security and safety of Library facilities properties and assets and provide for operational security by managing a team of security officers and implementation of the Librarys safe environment policies procedures and practices.
- Monitor the security program operations and staff and conduct quality control of security services by overseeing activities maintaining program standards and policies ensuring effective communications and providing oversight and coordination of security activities.
- Manage staffing training and onboarding at acceptable levels at the Central Library and in consultation with the Security Services Supervisor deployment of Officers within the branch libraries including scheduling coverage for special events as needed.
- Provide for enforcement of Library security standards policies and procedures by monitoring and evaluating problems relating to personal security of staff Library users and property and by taking appropriate protective actions and preventive measures.
- Contribute to building safety and security by assessing and reporting physical security and safety conditions and recommending resource adjustments to enhance security coverage facility needs and protective and preventive action.
- Provide for effective communications concerning security issues by serving as liaison between Library staff police agencies and personnel contracted security personnel and the public in varying support capacities.
- Provide for timely and effective support of security operations and activities by obtaining recording and maintaining necessary documentation reports and records.
- Provide for enforcement of policies and procedures regarding security related programs and functions by monitoring and implementing related policies and procedures.
- Maintain confidentiality on all issues discussed with the Library Environment and Security Services Manager in areas as: problemsolving security issues personnel issues staffing levels and library policy.
- Assist with the Librarys Emergency Management Program including training and administration of the program.
- Participate on and contribute to the Administrative Services leadership team and support the overall department functioning and goals.
- Assist with education of library staff on a variety of topics related to serving patrons who may be unhoused or in crisis including trauma informed care best practices and providing social service information and referral.
- Coordinate with Library Social Worker team and other key library staff to arrange services for patrons design and deliver formal trainings and optimize resource sharing.
- Provide current and relevant information support referrals and assistance to patrons experiencing crisis such as mental health issues substance abuse unstable housing living unsheltered food insecurity employment or exclusion issues.
- Connect build and maintain partnerships with community agencies neighborhood groups social services agencies and volunteer organizations to address the needs of patrons and potential patrons.
Qualifications
- Ability to provide effective supervision of security activities and staff including screening applications making candidate selection recommendations providing performance feedback training assigning work and reviewing work quality.
- Knowledge of the laws and regulations relating to security emergency management and workplace safety procedures and methods.
- Ability to recognize and assess situations exercise judgment and discretion and to take appropriate action in handling security situations.
- Ability to plan own work and that of others and to prioritize and coordinate a variety of tasks and functions.
- Ability to maintain an appropriate demeanor with Library staff and the public while enforcing security rules often under stressful conditions.
- Ability to use interpersonal and written communications with Library staff police Library users and the general public.
- Professional verbal and written communication skills. Ability to use applicable technology and jobrelated software applications including Word Excel Outlook and SharePoint.
- Possession of a valid Washington State drivers license. Ability to drive Library vehicle to various work locations.
- Ability to work evenings and weekends as needed.
Desired Qualifications
- Experience in developing and writing security policies and procedures.
- Experience working as a supervisor/leader.
- Experience managing and/or providing services to atrisk populations people affected by housing insecurity substances abuse and poverty.
- Experience with deescalation trauma informed care and/or restorative practices.
- Skill at exercising the kinds of judgment and initiative required of security operations in public service environment.
