Job Description

ACCOUNTABILITIES

  • The job holder manages under the responsibility of the Head of Construction for all mechanical (rotating &
    statics) and installation activities related to WHP and shall demonstrate a strong behavior about Construction and installation requirements. And will be under responsibility of Commissioning Site head when the Commissioning activities kicked off onshore and continue in offshore.
  • The job holder is accountable for the following activities during EPCIC11 topsides :
  • Supervises all Mechanical activities at Contractors yard during Construction / Precomm & Comm phases.
  • Ensure proper coordination between package receiving inspection / equipment supports fabrication installation & precommissioning activities until RFC is signed (ready for commissioning).
  • Ensure proper coordination with subcontractors involved during the stages.
  • Ensures compliance with safety procedures and quality standards in close relation with the HSE and QA/QC
    Superintendent/Leads.
  • Strive to find appropriate and most efficient technical solutions within NOC & international Standards.
  • Collect quantitative data from its supervisors for producing the progress reports.
  • Review the commissioning preparation by the contractor such as but not limited to: ICAPS data base Population procedures RFCS preparation OTPs preparation.
  • Supervise the Company WHP Commissioning Supervisors Team during Onshore/Offshore phases.
  • Manage activities from Ready for Commissioning (RFC) status to Completion of the commissioning activities.
  • Assess satisfactory works responsibilities and job function in a safe and timely manner.
  • Proactively intervene where HSE deficiencies are identified and report them to HSE department.


JOB DIMENSIONS

  • The WHP Mechanical Leader Onshore/Offshore is mainly responsible for Mechanical discipline at CTR yard during Topsides construction / Precommissioning activities onshore & commissioning activities onshore/offshore.


ACTIVITIES

During Construction phase:

  • To promote & comply with applicable safety instructions and other COMPANY HSE procedures in all activities.
  • To carry out work in compliance with COMPANY values and policies relevant laws and regulations agreed COMPANY priorities and objectives COMPANY standards and procedures and good industry practices.
  • To treat all information obtained during course of the work with confidentiality.
  • Review and monitor the drawings (Vendor & Contractor) specifications job instructions packages deliveries etc.
  • Motivates and oversees the Site supervision Team.
  • Monitor Contractors detailed daily and weekly progress and work plans in accordance with the overall planning schedule.
  • Inform the Construction CSR& Head of construction on specific areas where the program deviates from approved construction schedule and propose mitigations.
  • Responsible for monitoring contractors labor resources in accordance with approved mobilization plan and report any deviation from the plan.
  • Review contractors construction schedules to ensure they include all required activities as realistic timelines logical sequencing adequate resources.
  • Ensure Contractors personnel have sufficient training and experience to carry out safe operations.
  • Identification and followup of any NonConformance linked to Manufacturing and/or installation (NCRs) in close relation with the QA/QC Superintendent.
  • Responsible for the installation for all type of mechanical equipment (R&S) & pre com activities as per project spec & ITPs Coordinate with Commissioning Team during precommissioning phase in close relation with the Precommissioning Superintendent/coordinator.
  • Participate in the resolution of NCR/CON with the support of Project Engineering team and QA/QC.
  • Participate in the weekly meeting and in the issuance of weekly report and KPIs.
  • Assist reporting during all phases and more particularly the closeout report and lesson learnt with vendors.

During Pre Commissioning & Commissioning phase:

  • Ensure proper implementation of all precommissioning / commissioning disciplines requirement according to the CONTRACT.
  • Review the preparation of precommissioning/commissioning procedures (write the procedure if necessary in order to respect the planning and achieve the milestones in due time) and reporting tools prepared by contractors (such as but not limited to: including technical database planning punch lists control and followup of the disciplines concerned).
  • Promote safety within the commissioning activities and verifies that safety procedures are implemented and follow by CONTRACTOR and COMPANY.
  • Maximize onshore commissioning and minimize lost time due to interfaces.
  • Coordinate with other project entities / disciplines /existing facilities.
  • Ensure that the lists of precommissioning and commissioning procedures are fully comprehensive including Operational Test Procedures.
  • Ensure that Prior TOM preservation and Prior first oil preservation procedures are fully comprehensive and well applied.
  • Ensure that the Mechanical precommissioning and commissioning spare parts consumables equipment special tools etc. are sufficient and available in time.
  • During the preparation phase attendance of FAT on need basis.
  • Follow the contractor s Mechanical commissioning activities using the OPERCOM Methodology and ICAPS
    (Integrated Commissioning And Progress System) software.
  • Follow the of Mechanical commissioning activities to achieve commissioning schedule completion target.
  • Supervise the reporting of commissioning to ensure that all technical contractual information are properly recorded collected and available for inspection/reference as required by law regulations and COMPANY policies.
  • Control and followup on red line markup drawings.
  • Assist the CPY Piping team during LT/FM.
  • Control and followup on VENDORS commissioning scope of work activities such as: SAT OTPs documents update Closing of Punch list reporting.

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Have an associate degree or HND/BTS level or COMPANY approved equivalent in engineering discipline.
  • Professional Experience (number of years): 15.
  • Experience within project: (number of years): 10.
  • Construction yards experience is required on installation of wellheads platform equipment packages such as (Air Compressors/dryers chemical injection centrifugal pumps solid treatmentflare tip package pedestal crane etc) with practical knowledge of applicable codes and standards such as API ISO ASTM NACE and SSPC.
  • A good knowledge of Oil and Gas Industry Standards and International codes/standards related to design.
  • Good leadership skills and good communication skills.
  • Ability to work on projects in a complex and multicultural environment.
  • Be skilled in using computer programs for word processing database management spreadsheets and email
    communications.
  • Familiar with DCC software like PRODOM and/or MANASA.
  • Familiar with OPERCOM / ICAPS.
  • H2S OPITO and TBOSIET trainings.
  • Language: English mandatory and mandarin is a plus.
