Job Description

Introduction

**THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEEEMPLOYEES ONLY**

Purpose

The Finance Specialist processes generates and maintainsfinancial and personnel records for the Port of Milwaukee.

Essential Functions

Accounting:

  • Generate and process accounts payable invoices within the Financial Management Information Systems (FMIS).
  • Monitor daily receipts through the City Treasurers Office reconcile receipts against outstanding balances resolve accounts receivable inquiries and maintain files.
  • Generate accounts receivable and accounts payable reports.
  • Process purchase requisitions and purchase orders.
  • Perform general accounting duties; conduct monthly reconciliation of outstanding invoice balances and maintain reports on accounts in arrears/delinquency with the Port Finance Officer.
  • Monitor monthly payments and budget amounts for contracted vendors and process contract change orders.
  • Develop and manage financial data in FMIS Excel Access and other applicable software programs.
  • Organize and maintain purchasing documents including contracts BID and Request for Proposal (RFP) files including contacting and coordinating with vendors.
  • Respond to inquiries from vendors and Port personnel.

Payroll:

  • Process payroll by reviewing and entering time cards preparing payroll adjustments processing auto allowances and attending staff meetings.
  • Prepare and maintain paper and electronic human resources records.
  • Work with section managers to ensure pay progression processes are completed promptly.
  • Enroll staff in City of Milwaukee training programs.
  • Gather and prepare data documents and reports for Port personnel.

Administrative:

  • Serve as courier and backup to the Administrative Assistant III by covering phones during Board of Harbor Commissioners meetings and maintaining petty cash.
  • Represent the Port on Citywide committees.
  • Contribute to inventory and preventative maintenance reporting in FMIS Excel Access and other applicable software programs.
  • Serve as the Ports Notary Public.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee having successfully completed a probationary period for a civil service position or status as a City of Milwaukee employee in a fixedterm position.
  2. Bachelors degree in accounting business administration finance or a related field from an accredited college or university.
  3. Two years of experience performing payroll and financial functions using Human Capital Management (HCM) and Financial Management Information Systems (FMIS).
  4. Current status as or meets eligibility and exam requirements to become a Notary Public in Wisconsin within six months of appointment.

Equivalent combinations of education and experience may alsobe considered.

Desirable Qualifications

  • Experience using software programs in contemporary accounting and financial administration processes including Microsoft Excel and Access.

  • Knowledge of governmental accounting principles procedures standards and practices.
  • Knowledge of human resources policies and procedures relative to payroll and record keeping.
  • Knowledge of mathematics and the ability to make accurate calculations.
  • Ability to read and interpret workrelated documents.
  • Ability to learn and effectively manage data in FMIS Access and other software programs.
  • Proficiency in standard computer applications such as Outlook Microsoft Word PowerPoint and Excel.

  • Written communication skills to prepare clear and concise business correspondence and reports.
  • Ability to maintain effective working relationships with fellow staff management other City staff elected officials vendors and the public.

  • Ability to work effectively with people whose backgrounds may differ from ones own.

Current Salary

The current salary range (Pay Range 2IX) is $68244$86854 annuallyand the resident incentive salary range for City of Milwaukee residents is $70292$89460.Appointment above the minimum is possible based upon level of experience andother qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESSwill be jobrelated and willconsist of one or more of the following: an evaluation of related educationexperience and accomplishments an evaluation of written communicationinterviews and/or other assessment methods. The Port of Milwaukee reserves theright to call only the most qualified candidates to proceed in the selectionprocess. Information from the selection process will be used to make a hiringdecision. Selected candidates will be transferred and/or promoted to theposition.

INITIAL FILING DATEThe selection process willbe held as soon as practical after the deadline listed above. Receipt ofapplications may be discontinued at any time after this date without priornotice. However recruitment may continue until the needs of the City have beenmet. The applicant is responsible for attending all phases of the selectionprocess at the time and place designated by the hiring authority.

NOTE:Transfer/Promotional Opportunities andPromotional Examinations are not open to Milwaukee Public Schools employees or thepublic. Only current City of Milwaukee employees and civilian personnel in MFDand MPD hired through a City Service Commission process who have successfullypassed a probationary period for a Civil Service position or who have status asa City of Milwaukee employee in a fixedterm position will be with exempt provisional temporary or emergency appointments arenot eligible for transfer.
