About this Unit:
The Division of Child Welfare (DCW) provides a range of leadership management and supervisory functions related to the delivery of public child welfare services to children youth and families. The Division provides administrative supervision for all child welfare programs in Colorados 64 counties and delivers technical support monitoring program improvement and other quality assurance functions. The Division provides oversight to service providers who work with children in the custody of county departments of social/human services.

The Child Protection and Prevention Services Unit (CPP) within the Division of Child Welfare carries the responsibility to provide supervisory oversight of the county departments child protective services programs which include abuse and neglect reporting and screening child abuse investigations institutional abuse investigations and child fatality reviews. Also the unit provides administration of the federal Child Abuse Prevention and Treatment Act (CAPTA) grant and the Childrens Justice Act (CJA) grant and ensures compliance with federally required activities programs and reports included in CAPTA and other federally funded granted programs. Activities include managing the federal Comprehensive Addiction and Recovery Act (CARA) and antihuman trafficking of minors program development.

About this Position:
This role is ideal for someone who has an extensive background in child welfare is collaborative and understands the impact that falsification has on a county and their child welfare staff. The position will be part of the Child Protection Team that is hard working fun and dedicated to the CDHS mission of people who help people!

The purpose of this position is to support the Division of Child Welfare in conducting proactive contact verification reviews in each county annually and respond to incidents where county departments notify the Division of a confirmed incident of falsification of child welfare records in the comprehensive child welfare database known as Trails. This also includes conducting further indepth reviews of child welfare assessments/cases to determine the quality of decision making and safety of children should the contact verification process indicate that it is warranted. This position will require close contact with counties to provide random sample reviews provide direct feedback regarding practice and make recommendations for steps to ensure a thorough review.

Summary of Job Duties:

Child Welfare Falsification Monitoring and Compliance:
  • Collaborates with counties to plan a coordinated approach to addressing incidents of falsification and how to review past/current workloads.
  • Coordinates with internal staff within the Division of Child Welfare to assist with workload audits and county support.
  • Coordinates with the Administrative Review Division (ARD) to plan any needed workload audits.
  • Utilizes data and other information gathered to create technical assistance and ongoing education opportunities when consulting with counties.
  • Decides how to provide technical assistance to improve county practice..
  • Regularly reviews current legislation statutes and administrative rules to determine if updates are needed to enhance understanding.
  • Provide guidance and specialized knowledge on modifications to systems needs such as Trails.
Policy and Procedure Monitoring/Development:
  • Develops supports and assists with the monitoring of rules and policies related to incidents of falsification in child welfare casework practice. Maintains full knowledge of rules and statutes at the state level. Remains informed and prepared to discuss such information with county departments. Coordinates within child welfare and stakeholders policy or standard procedures associated with documenting and monitoring incidents of falsification in Colorado Child Welfare county departments.
  • Assists and monitors county compliance with maintaining a county written protocol regarding quality assurance and investigatory processes.
  • Assists and monitors county compliance with maintaining county facing websites according to Volume 7.601.81(C) that requires county departments to post their agency written protocol regarding falsification of child welfare records on their county department publicfacing website or otherwise provide the written protocol to individuals involved in the county child welfare system.
Data and Trend Analysis:
  • Reviews and analyzes multiple sources of data to reach conclusions about counties level of compliance with policy rule and guidance and initiates monitors program improvement plans and decides how best to resolve discrepancies between county practice and state/federal requirements.
  • Reviews and analyzes data within individual counties regarding client grievances and how any identified trends can be used as training opportunities to improve practice within counties.
  • Provide specific examples of regular ongoing decisions made by this position related to this duty.
  • Coordinates data gathering of staff who have been identified in incidents of falsification with the data team within the Division of Child Welfare to analyze the depth of audits necessary to determine alongside the (ARD if a review is necessary to ensure there are no unresolved child/youth safety issues.

MINIMUM QUALIFICATIONS:

Option 1 Experience:
  • Six 6 years of relevant experience in an occupation related to the work assigned to this position
    • Qualifying child welfare experience typically includes work involving child protection case management safety and risk assessments investigations permanency planning or policy and program development within a child and family services context. This experience generally involves direct interaction with child welfare systems legal or court processes and multidisciplinary coordination to support atrisk children and families.

OR

Option 2 Experience & Education:
  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six 6 years.
Substitutions:
  • Additional appropriate education will substitute for the required experience on a yearforyear basis.
  • Additional appropriate experience will substitute for the degree requirement on a yearforyear basis.
Preferred Qualifications:
  • Minimum of 3 years of experience or more in Colorado child welfare case worker practice
  • Experience using TRAILS
  • Demonstrated ability to engage and assist counties in determining and advising through audits
  • Excellent communication skills written and verbal
  • Experience with internal and external stakeholder engagement
  • Experience and knowledge of Child Welfare rules and statutes
  • Relevant years of State service
  • Ability and willingness to complete Certification as a Colorado Child Welfare Caseworker within one year of hire and complete Certification as a Colorado Child Welfare Case Supervisor within 2 years of hire
Conditions of Employment:
  • This employee will need to travel to counties to provide technical assistance coaching monitoring regarding falsification coordination and support efforts Expectations for travel up to 30 of the time

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
