Metra is one of the largest and most complex commuter rail systems in North America serving Cook DuPage Will Lake Kane and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe reliable and efficient commuter service.
Transportation is responsible for providing safe efficient and dependable transportation to commuters on all Metraoperated lines: Milwaukee North and West Rock Island Metra Electric SouthWest Service North Central Service and Heritage Corridor and those lines operating under purchase of service agreements: BNSF and Union Pacific. In addition to all employees directly involved in providing train service the Transportation Department also oversees the Dispatching Office and Crew Management Center.
Reporting to the Chief Transportation Officer the Director Positive Train Control (PTC) and Regulatory compliance ensures Metra follows all required federal regulations and industry standards; develops and reviews policies and procedures to ensure alignment with changing requirements; oversee testing and deployment of PTC onboard software and related systems end users training and data analysis and reporting.
The primary duties include: Provide direction to division managers in the testing and reporting on PTC system operations and regulatory compliance including assigning and prioritizing work monitoring and evaluating performance coaching and encouraging staff development and ensuring compliance with departmental and agency policies and procedures. Serve as subjectmatterexpert on Federal Railroad Administration (FRA) regulations governing railroad operations including all proposed and implemented regulatory ;changes; advise the Chief Transportation Officer on operational impacts resulting from regulations; develop mitigation strategies; and provide guidance to key stakeholders. Represent Metra on rail and public transportation industry forums such as the PTC Executive Committee Interoperable Train Control (ITC) Committee and the Railroad Safety Advisory Committee (RSAC). Partner with cross functional disciplines in Safety Law Audit Risk and Operations to ensure regulatory compliance through ongoing internal monitoring of processes and procedures and periodic audits of Metras FRA reporting. Direct operational and logistical strategies and procedures for testing deployment and operation of Interoperable Electronic Train Management System (IETMS) on Metras locomotive and cab car fleet and report on trends related to PTC hardware and software. Approve time off coordinate staff schedules fill vacancies as necessary and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions performance evaluations and performance improvement disciplinary and/or termination procedures. Make recommendations regarding hiring performance evaluations disciplinary and/or termination procedures. Responsible for the safety objectives goals and program of the organization ensuring compliance with applicable safety rules and work under both inside and outside environmental conditions under prevailing conditions of heat cold rain and snow. Perform otherrelated duties as assigned to meet the ongoing needs of the organization.
