Job Description

Metra is one of the largest and most complex commuter rail systems in North America serving Cook DuPage Will Lake Kane and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe reliable and efficient commuter service.

Transportation is responsible for providing safe efficient and dependable transportation to commuters on all Metraoperated lines: Milwaukee North and West Rock Island Metra Electric SouthWest Service North Central Service and Heritage Corridor and those lines operating under purchase of service agreements: BNSF and Union Pacific. In addition to all employees directly involved in providing train service the Transportation Department also oversees the Dispatching Office and Crew Management Center.

Reporting to the Chief Transportation Officer the Director Positive Train Control (PTC) and Regulatory compliance ensures Metra follows all required federal regulations and industry standards; develops and reviews policies and procedures to ensure alignment with changing requirements; oversee testing and deployment of PTC onboard software and related systems end users training and data analysis and reporting.

The primary duties include: Provide direction to division managers in the testing and reporting on PTC system operations and regulatory compliance including assigning and prioritizing work monitoring and evaluating performance coaching and encouraging staff development and ensuring compliance with departmental and agency policies and procedures. Serve as subjectmatterexpert on Federal Railroad Administration (FRA) regulations governing railroad operations including all proposed and implemented regulatory ;changes; advise the Chief Transportation Officer on operational impacts resulting from regulations; develop mitigation strategies; and provide guidance to key stakeholders. Represent Metra on rail and public transportation industry forums such as the PTC Executive Committee Interoperable Train Control (ITC) Committee and the Railroad Safety Advisory Committee (RSAC). Partner with cross functional disciplines in Safety Law Audit Risk and Operations to ensure regulatory compliance through ongoing internal monitoring of processes and procedures and periodic audits of Metras FRA reporting. Direct operational and logistical strategies and procedures for testing deployment and operation of Interoperable Electronic Train Management System (IETMS) on Metras locomotive and cab car fleet and report on trends related to PTC hardware and software. Approve time off coordinate staff schedules fill vacancies as necessary and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions performance evaluations and performance improvement disciplinary and/or termination procedures. Make recommendations regarding hiring performance evaluations disciplinary and/or termination procedures. Responsible for the safety objectives goals and program of the organization ensuring compliance with applicable safety rules and work under both inside and outside environmental conditions under prevailing conditions of heat cold rain and snow. Perform otherrelated duties as assigned to meet the ongoing needs of the organization.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act not the Social Security Administration.

  1. Bachelors degree in Business or Transportation Management Engineering Technology or a related degree Or in lieu of degree must have or a combination of education and experience that equals four years in transportation regulatory compliance or engineering technology.
  2. In addition to #1 above must have a minimum of ten years of experience in transportation engineering or project management including five years of PTC and regulatory compliance experience.
  3. Must have five years of supervisory experience that includes three of the following responsibilities: daytoday employee management assigning tasks providing guidance and training monitoring performance providing dispute resolution budgeting hiring disciplinary and/or termination.
  4. Comprehensive knowledge of RFA and waiver submission requirements as well as post submission requirements.
  5. Considerable knowledge of Federal Railroad Administration (FRA) 49 CRF and subparts.
  6. Considerable knowledge of PTC and its requirements for railroads.
  7. Considerable knowledge of railroad operations safety and regulatory compliance..
  8. Good knowledge of General Code of Operating Rules (GCOR) and industry standards (AARAPT).
  9. Strong verbal and written communication skills.
  10. Good planning organizational analytical and problem solving skills.
  11. Good leadership and project management skills.
  12. Proficient in Microsoft Office Suite.
  13. Effective interpersonal skills in establishing and maintaining working relationships within and outside of the organization.
  14. Ability to understand FRA rules and regulations and communicate them in language suitable for training public communications and specifications for software systems.
  15. Ability to work independently handle multiple tasks work under pressure and meet deadlines.
  16. Ability to create and present effective presentations to a variety of audiences.
  17. Must possess and maintain a valid drivers license.
  18. Must possess or be able to apply for and be granted a U.S. passport.
  19. Ability to stand walk and/or sit for extended periods of time.
  20. Hearing/Visual acuity far/near depth perception field of vision color vision.
  21. Must be able to operate a vehicle.
  22. Must be willing to travel within and outside of Metras 6county region.
  23. Willing to travel to international destinations.
  24. Must be available oncall 24hours/day 7 days/week 365 days/year including weekends and holidays.

Preferred:

  1. Title 49 CFR 240 / 242 certification
