Position Information


Innovating Transit Connecting Communities

The Department of Transportation Services (DTS) is looking for a Mass Transit Administrator (Rapid Transit) in Honolulu. Under the direction of the Director of Rapid Transit the position is responsible for administering and managing the activities of theTransportation Rail Division which includes planning directing and coordinating the planning operations and engineering of rail operations and maintenance and rail facilities management and maintenance. The work involves the following areas: budget performance management automatic train control communications systems operations passenger automatic screen gates rolling stock track and structures traction power facilities (administrative/operational buildings and grounds stations/amenities transit centers parking facilities landscape and hardscape) elevators & escalators and nonrevenue vehicles.

Duties and responsibilities include but are not limited to:
  • Overseeing inspections to ensure rail equipment and systems maintenance including predictive preventive and corrective maintenance is completed in accordance with federal state and local regulations and contractual requirements.
  • Responsibility for the development and implementation of compliance manuals and division plans procedures work instructions and training programs.
  • Responsibility for the ongoing review acceptance and inspection of contractor operation and maintenance and facilities maintenance plans procedures work instructions and training programs including competency tracking and assurance.
  • Developing implementing and monitoring strategies to ensure all rail operations and maintenance and rail facilities management and maintenance work is completed contractual requirements are fulfilled and Key Performance Indicators are achieved through effective leadership optimal resource allocation performance management and continuous improvement.
  • Appropriately applying procedures requirements regulations and policies related to rail.
  • Representing the department at committee and working group meetings collaborating across boundaries and find common ground with a range of stakeholders.
  • Identifying risks providing solutions to division problems and responding to recommendations complaints and queries from a range of stakeholders.
  • Exercising good judgement by making wellinformed decisions even when data is limited.
  • Establishing and maintaining a positive relationship with Contractors.
  • Responsibility for assisting with data collection and analysis and support for quality assurance and control activities to measure the performance of contractors to ensure a safe reliable and resilient rail service.
  • Establishing and maintaining a strong relationships with HART and Lead Operations and Maintenance Contractor and other CCH Departments in order to fulfill requests support special projects and resolve issues.
  • Demonstrating a commitment to safety that guides all aspects of work through consistent and professional behaviors in performance of the essential duties.
  • Performing related duties as required.
Special Work Requirements:
  • Must be able to handle confidential information.
  • Designated as a Disaster Response Worker whose responsibilities may require night and weekend work during natural disasters and other emergencies (e.g. when 24hour staffing of the Citys Emergency Operating Center is activated).
  • Regular office hours and work schedule changes that include weekdays weekends and hours outside of 7:45 a.m. to 4:30 p.m.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionallyaccredited college or university with major work in engineering architecture urban planning public administration or a related field.

Education obtained outside of the United States must be comparable to a degree earned at a regionallyaccredited college/university in the United States. In order to receive credit for the education a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program evidence of comparability or an original transcript.

EXPERIENCE REQUIREMENT:
Four years of administrative experience in planning operations or engineering involving a major rail/fixed guideway passenger transportation system.

Such experience must have demonstrated knowledge of: various types of mass transit systems; construction and design of mass transit facilities; principles and practices of research and the sources and uses of engineering and/or socioeconomic data relating to mass transit operations; principles and practices of administration; public relations; And the ability to: collect analyze and interpret a variety of engineering and socioeconomic data pertaining to mass transit systems; plan direct and organize the work of others meet and deal effectively with individuals transit and engineering officials and the general public.

LICENSE REQUIREMENT:
Possession of an appropriate valid drivers license (type 3/automobile).
