Description


The Taxpayer Account Administration (TAA) division is currently seeking an Unclaimed Property Holder Services and Audit Managerin the Unclaimed Property program located in Tumwater Washington. This position manages and directs the statewide functions of the Unclaimed Property Holder Services and Audit team within the Unclaimed Property program. The Holder Services and Audit team is one of sixteen specialized teams in TAA. This position reports to a Program Coordinator and is responsible for:

  • Managing the unclaimed property auditors and Unclaimed Property Holder Services Supervisor.
  • Ensuring compliance of businesses with the unclaimed property law.
  • Auditing Washington businesses for unclaimed property.
  • Managing the unclaimed property safe deposit box program.
  • Administering the annual unclaimed property reporting processes.

Duties

Manages administers and controls the states national and statewide unclaimed property holder services and field audit operations supporting the departments mission to efficiently administer tax laws and public service programs with integrity.

Acts as contract manager for seven or more independent unclaimed property audit contractors performing nationwide audits outside of Washington. Administers auditor contracts exercises authority over audit selection reviews contract billings evaluates performance and determines if contracts should be terminated or extended.

Administers the agencys unclaimed property education of businesses and compliance programs managing program outreach and educational efforts throughout the state.

Manages the unclaimed property safe deposit box program including content security delivery inventory appraising and auction functions.

Develops and implements unclaimed property administration policies strategies and innovations that help achieve the agencys goals and strategic initiatives for unclaimed property administration as well as the divisions performance measures.

Manages a first line supervisor (Excise Tax Examiner 4 who directly supervises five reporting and compliance staff. Also directs and manages four audit staff located in two agency offices and an Excise Tax Examiner 2. The incumbent provides leadership mentoring human resource development and training to staff of the Holder Services and Audit team.

Qualifications

At least 3 years experience in unclaimed property tax administration information technology project management program management or legislative implementation.

Competencies:

Advanced knowledge of policy development strategic planning general management principles organizational development and supervisory staff management.

Advanced knowledge and experience in audit practices and conducting an audit.

Knowledge of generally accepted accounting principles (GAAP).

Knowledge of generally accepted auditing standards (GAAS).

Ability to employ and act upon tactical and strategic thinking and understand the big picture of agencywide operations and policy.

Advanced knowledge of operations management theory and practice and the ability to apply these in the management of workloads at the employee unit and section level to provide high quality service to the departments customers.

Working knowledge and experience utilizing project management demonstrating leadership and using management principles. Understanding the collective bargaining agreement personnel rules and regulations including affirmative action and diversity regulations.

Effective oral and written communication skills and the ability to motivate coach and mentor employees assess training needs and evaluate individual employee performance.

Effective team building skills.

Working knowledge of agency and division policies procedures and practices for the recruitment hiring promotion and retention of a high quality diverse workforce.

Ability to plan develop and deliver professional quality presentations and training.

Strong problemsolving skills to research and investigate complex audit and policy issues and be able to effectively present the information along with recommendations to various levels of agency administration including the Assistant Director of the division or above.

Understands the legislative process. This position must assess the impact of potential legislation on the division agency and businesses. They must be able to generate estimates of fiscal and resource impacts that such legislation would have on the division if enacted. They must also be able to develop appropriate models to implement new programs.

Preferred Qualifications

Bachelors degree in Business Administration Accounting Public Administration or closely allied field.
