Job Description

A vacancy exists for an OF3 to serve as a Delivery Officer within the People Concepts and Delivery (PCD) team at MOD Main Building on FTRS(HC) Terms and Conditions of Service with an initial start date of Jun/Jul 25 (or earlier if possible).

The successful applicant will be initially assigned to the Total Reward team but is likely to work across the range of subteams within PCD and the wider Defence People Team. The main PCD work areas are:

  • Delivery Team: Total Reward. This team is developing and delivering a comprehensive Total Reward Approach to attract retain and engage our personnel by offering and better articulating a combination of monetary and nonmonetary rewards to create an enhanced People Value Proposition. This approach will go beyond traditional compensation and benefits packages to encompass all aspects of Service life and the lived experience within the Armed Forces. Total Reward is split into six areas: Your Money Your Career You and Your Family Supported Your Health and Well Being Your Opportunities and Your Time.

Total Reward are also working closely with a separate team defining and implementing a true Spectrum of Service creating a more flexible workforce model that spans the current Regular Reserve and Civilian workforces. This supports Defences need to move towards a more imaginative workforce model that allows people to move more seamlessly between different commitment and employment types underpinned by a flexible reward framework to meet both organisational and individual needs.

Delivery Team: Innovation and HRAFI Release 1 Coordination. This team is coordinating initiatives aimed at enhancing both recruitment and retention across the Armed Forces. Release 1 has initially focused on elements of the engineering cohort and the delivery of a range of initiatives including the recently announced skillsbased supplement. Once evaluated the intent is for Release 1 measures to be rolled out across wider elements of Defence in time. The output will provide the sS with greater freedom of manoeuvre anddelegated authority within aconsistent frameworkto manage and incentivise their workforce within a workforce cost envelope.

Delivery Team: Military Policy and Process Optimisation. This team is focussed on work to modernise harmonise and digitalise the existing military People Policy and Processes to make them more user friendly easyto access and to ensure firm and accurate foundations for a cloudbased military HR solution to build upon. The project will ensure that policies conform to exemplar standards which reflect a modern Armed Forces supporting the Integrated Operating Concept and are compliant with the new HR Taxonomy structure.

  • Research and Insights: The Research and Insights capability helps Defence to make more informed decisions stay competitive and have better understanding our people. This team of professionally qualified experts play a crucial role in data collection data analysis user research and evaluation to inform decisionmaking and strategy.

PCD have adopted an Agile methodology across all teams.

Responsibilities

The role includes although is not limited to:

  • Provide military expertise and experience to support delivery of the People Transformation Programme.
  • Lead the delivery of distinct project or significant work strands within one or more of the PCD priority areas. This post will be part of the Total Reward team.
  • Undertake a role as either a Scrum Master or Product Developer within an Agile environment.
  • Engage and if required negotiate with colleagues SMEs and Defence/sS stakeholders who have a legitimate interest in transformation outcome.
  • Gather and analyse data and/or information drawing on relevant SMEs to test new concepts and derive practical future interventions.
  • Deliver a range of credible and actionable evidencebased policy options and strategies upon which Senior Boards/personnel can make decisions.
  • Draft papers for up to 3* Boards and briefings. Deliver external briefings to sS/Defence as required.
  • Encourage a culture of collaboration continuous learning and innovation through regular activities aimed at enhancing teamwork and adaptability.
  • Undertake additional tasks as directed to support to the delivery the wider PCD programme of work.

Accountability:

This isaccountable to the SO1 Product Owner Hd PCD is the Second Reporting Officer.



  • Must be serving as a member of the Reserve Forces or have served with the Regular Forces. Must be RN Army or RAF of OF3 of any Specialisation. OF2 applicants eligible for promotion and with a recommend for the next higher rank in their most recent OJAR will be considered. OF4 applicants if successful will only be paid as and wear the rank of OF3.
  • Must have SC.
  • Experience of work on largescale transformation programmes.
  • People Policy experience gained at either Unit or HQ/MOD level.
  • Understanding of Head Office functions and ways of working.
  • Understanding of single Service Head Office functions and ways of working.
  • Agile qualification and/or experience of working with Agile methodology.

  • Used to working to challenging deadlines and managing a range of priorities at the same time you will be organised and efficient with your time able to prioritise and deliver quickly to a high standard.
  • Confident bright minded open to new ideas and able/willing to challenge current and legacy policies and ways of working. You will be interested in what is going on around you even if you are not working on it directly.
  • Able to share your experience from your previous roles with those more junior and those new to Defence.
  • Able to work in an Agile way within a nontraditional structure.

TaCoS must be established first. Applicants will undergo an initial eligibility sift. Eligible applicants will have their details forwarded to the Post Sponsor to arrange interviews.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the appropriate Reserves Career Management Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly. Once the recruitment process is complete then the Preferred Candidate will be invited to take up the appointment.

Additional information:

Hybrid working is in place; however applicants must be able to work from MOD Main Building (or our offices in Scale Space White City) as required. Tuesday is the regular in office day for all personnel working in PCD plus other days as required.

This FTRS(HC) post is based at MOD Main Building and attracts Home to Duty (Manual) payments in accordance with JSP 752.
