Duties and Responsibilities **denotes essential functions)
**Performs a wide range of professional human resources duties in assuring good customer service compliance efficiency & maintaining a positive & productive employee relations environment for UH Hilo.
**Ensures continuity of daily coverage for the department informs HR Director of critical issues affecting operations and recommends and implements changes as necessary.
**Audits reviews and processes Civil Service position and classification requests (e.g. HRD1 etc. including drafting and preparing position descriptions to ensure proper classification and description of duties and responsibilities.
**Responsible for all aspects of Civil Service recruitment including tracking updating and monitoring position vacancies preparing position advertisements screening applications advising the hiring departments and coordinating the completion of the search and hiring process.
**Coordinates the timely processing of workerscompensation claims with the UH System Office of Human Resources Payroll Office Risk Management and other service providers.
**Coordinates the timely processing of requests for Family Medical Leave Leave Sharing and Temporary Disability benefits.
**Assists with immigration services (e.g. request for visa extension etc. involving international employees and UHsponsored exchange visitors. Coordinates with the UH System Office of Faculty and Scholar Immigration Services to ensure the timely processing of transactions and all requirements are met for employment. Keeps abreast of applicable changes in laws and UH policy.
**Responsible for purchases payments and preparing travel arrangements for the UH Hilo Human Resources Office.
**Researches and processes position/personnel actions for Civil Service and Board of Regents (BOR) appointments as needed (e.g. maintaining and updating position and personnel files processing salary adjustments processing appropriate hire employment and separation actions to ensure compliance with laws collective bargaining agreements and UH policies procedures and directives etc..
**Researches processes responds to and resolves issues involving pay and benefits; advises HR Director or designee of unusual or difficult cases.
**Researches processes and responds to requests for regular and special reports compiles information and completes employment surveys which include but is not limited to salary adjustments overpayments and other position and personnel matters in a timely manner.
**Keeps abreast of the laws collective bargaining agreements and UH policies procedures and directives etc. that affect the human resources function and ensures consistent implementation.
**Operates a computerized human resources management system such as PeopleSoft and other personnel/payroll/financial/database systems such as KFS NEOGOV TAPS etc.
Drafts and composes memos letters reports and other communication related to areas of responsibility as assigned.
Advises supervisors and employees in the performance review and evaluation process for Civil Service appointments to ensure timely completion and followup.
Receives calls greets guests assesses inquiries and makes referrals to the appropriate staff office or agency.
Other duties as assigned.
Minimum Qualifications
Possession of a baccalaureate degree in any field and one 1 year(s) of progressively responsible professional experience with responsibilities in one or more functional areas of human resources such as position classification; pay administration; recruitment and examination; personnel and organizational development; employee and labor relations; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
Functional knowledge of principles practices and techniques in human resources administration demonstrated by knowledge understanding and ability to apply concepts terminology.
Functional knowledge and understanding of principles theories federal and state laws rules regulations and systems associated with human resources administration.
Demonstrated ability to recognize problems identify possible causes and resolve the full range problems that may commonly occur in the area of human resources administration.
Demonstrated ability to understand oral and written documentation write reports and procedures and communicate effectively in a variety of situations.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team members and individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
Desirable Qualifications
Working knowledge of State of Hawaii Civil Service recruitment process position classification and pay administration.
Working knowledge of State of Hawaii benefits and leave programs including family medical leave temporary disability and workers compensation.
Working knowledge of collective bargaining agreements governing public employment in the State of Hawaii (e.g. HGEA UHPA UPW).
Professional work experience with a State of Hawaii department and/or postsecondary education setting.
Professional work experience with personnel/payroll/financial database systems (e.g. KFS NeoGov PeopleSoft TAPS etc..
Detail oriented and able to prioritize multiple duties with demanding deadlines.
