SCOPE OF POSITION:
Under the supervision of the Manager Program Development Quality and Knowledge and in coordination with the Fund Development Department and the Policy Campaigns and Communications Department the Funding Officer will contribute to Oxfam Canadas institutional funding strategy. The Funding Officer will advance Oxfam Canadas funding diversification efforts in particular the identification and stewardship of relevant institutional donors such as Government Departments Crown Corporations or large Foundations which have the potential to contribute to Oxfam Canadas international and domestic womens rights programs in addition to pursuing opportunities for funding with Global Affairs Canada (GAC). The Funding Officer will foster strategic relationships with prospective institutional donors and partners act as lead for Oxfam Canada as the account manager for GAC and coordinate the development and submission of quality institutional funding proposals. The Funding Officer will access the full range of institutional funding opportunities available to Oxfam Canada as a member of the international Oxfam Confederation..
MAJOR RESPONSIBILITIES: (This is not an exhaustive list of duties to be performed):
- Prospect and track institutional funding opportunities for Oxfams programs/projects including but not limited to GAC (various branches) Canadian foundations Canadian government agencies departments or crown corporations and other institutional donors.
- Liaise with colleagues in Oxfam Canada and in Oxfam America to promote the impact of our programs within relevant American Foundations.
- Position Oxfam Canada before key donors and foster strategic relationships with them.
- Engage build and maintain relationships with priority Oxfam country offices to understand their priorities capacity and needs and support the capacity of key country staff (as required) to identify and advance funding opportunities;
- Share information and leads as they are obtained with Oxfam colleagues in countries as appropriate;
- Match funding prospects with Oxfam programs including domestic programs and determine/advise the Manager on bidnobid decisions regarding proposal development.
- Lead and/or support the development and submission of expressions of interest requests for proposals concept notes and institutional funding proposals for identified opportunities.
- Provide quality control on submissions including proposal budgets ensuring optimal cost and overhead recoveries quality control of proposals theory of change logic models and monitoring and performance management frameworks with particular emphasis on effective integration of womens rights and feminist approaches.
- Ensure submissions are properly stewarded; maintain relationships with donors postsubmission.
Other accountabilities:
- Participate actively in the International Programs Department and relevant crossdepartmental working groups and Oxfam International Funding Group.
- Represent Oxfam Canada at designated tables within the Oxfam Confederation the Canadian Nongovernmental Organization (NGO) community and with donors.
- Support effective program development strategic planning and monitoring and evaluation of institutional funding activities and opportunities (pipeline) and develop accurate and timely reports on efforts including on the progress in implementing Oxfam Canadas institutional funding strategy.
- Support the Manager in the effective management of the Program Development Quality and Knowledge Unit taking on operational projects and/or duties as required.

REQUIRED KNOWLEDGE EXPERIENCE & COMPETENCIES:
- University degree in a related field and/or minimum 5 years of work experience with a nongovernmental organization or in an international or domestic donor.
- Demonstrated experience developing strategic relationships with large institutional donors such as Government Departments Crown Corporations or large Foundations.
- Demonstrated experience writing successful institutional funding applications for complex multicountry multipartner programs for donors such as large Foundations (Gates Ford among others) and government agencies such as GAC ESDC WAGE and NRCan.
- Demonstrated experience in developing Results Based Management (RBM) frameworks and Performance Management Frameworks (PMFs) for large institutional funding proposals.
- Proven commitment to Oxfams mission and strategic focus on womens rights and gender justice.
- Demonstrated effective oral and written communication skills in English including excellent analytical and writing capability.
- Strong collaborative skills and demonstrated track record in working collaboratively with colleagues and with a variety of counterparts funders and partners.
- Capacity to work in a selfdirected manner and under tight deadlines.
- Demonstrated capacity to work in a crosscultural environment based on feminist principles.
- Willingness to sign and abide by the Oxfam Code of Conduct.
- Demonstrated commitment to feminism antiracism justice equity diversity and inclusion.
ADDITIONAL QUALIFICATIONS: The following qualifications are considered significant assets:
- Strong analytical understanding of development issues (particularly womens rights; Ending Violence Against Women and Girls (EVAWG); Sexual Reproductive Health and Rights (SRHR); Womens Economic Empowerment (WEE); Transformative Leadership (TL); Gender in Emergencies (GiE); and Climate Justice (CJ) and the ability to apply this understanding in the development of program proposals.
- Experience using prospect databases such as IWAVE Grantconnect Ajah as well as CRM tools such as Salesforce.
- Experience guiding the development of complex program budgets in funding applications.
- Previous experience and knowledge of the Oxfam Confederation and our ways of working and/or the challenges and opportunities of working in a federation/confederation model.
- Knowledge of a variety of institutional donors requirements around budget preparation and administration.
- Experience working in the Global South on issues related to poverty inequality and womens rights.
- Experience and/or knowledge related to project management; and monitoring evaluation accountability and learning (MEAL).
