The Opportunity:

We are the Human Resources team. We support our colleagues as they provide the much needed services our community expects from Multnomah County. We manage all aspects of the employee life cycle from recruitment to separation including onboarding compensation and benefits training and development employee relations leave payroll and ensuring legal compliance.

Multnomah County Library (MCL) is partnering with our colleagues in the Department of County Assets (DCA) to hire two 2 Time Leave and Payroll Partners (Human Resources Analyst 1 job profile).

These are internal opportunities open to all current regular probationary/trial service and limited duration employees or those in a paid or unpaid internship program at the time of recruitment who are in paid status on approved leave or on an active recall list. Additionally current temporary and oncall employees may apply for an internal recruitment provided they were currently or previously hired through a civil service process.

MCLs Time Leave and Payroll Partner position is a limited duration opportunity that is anticipated to last for two years however it may end earlier due to business needs. Limited Duration appointments cannot exceed two years.

The hiring list created from this recruitment may be used to fill current and future regular status limited duration and temporary Human Resources Analyst 1 opportunities if they become available.

DCAs Time Leave and Payroll Partner position is a regular status position.

Both positions are currently full time 40 hours a week however MCLs position may move to part time status 20 30 hours a week) in the future based on business needs.

As a Time Leave and Payroll Partner you will provide payroll and timekeeping administration for the departments which may include but is not limited to:

  • Providing consultation to employees and managers regarding timekeeping and contract interpretation
  • Supplying guidance regarding time entry processes
  • Interpreting and analyzing pay issues
  • Generating and auditing timekeeping/payroll reports in Workday
  • Researching compiling and summarizing data related to payroll for staffing and budget purposes
  • Completing data validation of leave accruals and time entry
  • Consulting with Workday HR Support Human Resources Business Partners staff to provide expert advice to develop and prepare reports

You will also be responsible for providing midlevel support to the Human Resources team which may include but is not limited to:

  • Scheduling and taking notes at meetings
  • Assisting with various departmentwide projects
  • Managing and maintaining personnel files including archiving terminated employee files
  • Maintaining various HR related and systemwide Google groups.
  • Interpreting and applying program rules and regulations
  • Answering human resources inquiries via telephone email mail or inperson
  • Managing and maintaining recruitment files including archiving closed recruitments
  • Participating in manager meetings as well as countywide manager HR meetings
  • Processing personnel actions in Workday.

Additionally you will support leave and light duty programs which may include but is not limited to:

  • Serving as the initial point of contact for DCA HR for leave related activities
  • Providing policy and procedural clarification interpretation and guidance
  • Analyzing and providing technical assistance for supervisors and staff regarding FMLA OFLA workers comp return to work light duty workplace accommodation Local 88 contract personnel rules work rules and to a lesser extent BOLI wage & hour laws.
  • Providing backup support to MCLs Lead Leave Administrator
  • Entering appropriate leave actions in Workday.
  • Serving as a liaison between employees and managers with the Centralized Leave Administration unit and Workers Compensation team on protected leaves and workers compensation issues
  • Ensuring necessary paperwork and medical certifications are completed and documented.

Of course there will be other duties assigned but nothing you cant handle!

To Qualify
We will consider any combination of relevant work experience volunteering education and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.

Minimum Qualifications/Transferable Skills:

  • Bachelors degree or the equivalent experience.
  • Up to one 1 year working with Workday or a similar integrated HR information system.
  • Experience effectively managing a high volume of detailed data in a time sensitive environment.
  • Ability to maintain specialized databases and spreadsheets check data for errors and create reports analysesand documents to meet departmental needs
  • Experience and skill in accurately inputting reviewing and deciphering detailed data across multiple systems.
  • Ability and willingness to learn a variety of labor contracts rules and regulations.
  • Experience using tact and discretion in dealing with confidential and sensitive information.
  • For MCL the ability to pass a criminal records check should a job offer be extended and you do not currently work for the Library. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment.

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • Experiences as a Workday Time Partner.
  • Experience with FMLA/OFLA protected leaves and/or other state/federal protected leaves.
  • Ability to research information from various sources analyze data and offer recommendations for improvement.

Routine Telework: This position is designated as routine telework meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.

This positions primary onsite location depends on the departmental assignment.

Library: The planned primary location is the new Albina Library 205 NE Russell St) following its opening in Summer 2025. The initial temporary work location until the move will be 221 NE 122nd Avenue Portland Oregon 97230.
