DESCRIPTION OF WORK

The Pennsylvania State Police Bureau of Liquor Control Enforcement (BLCE) is a vital organization responsible for enforcing the liquor code and related regulations of the Pennsylvania Liquor Control Board (PLCB) the Crimes Code and other laws of the Commonwealth at businesses that have liquor licenses issued by the PLCB. The PSPs Office of Chief Counsel has four legal offices that are responsible for providing legal services to the BLCE. The legal offices located in Pittsburgh Harrisburg Allentown and Philadelphia are staffed with one supervising attorney one or more assistant counsel a legal analyst and a legal assistant. The attorneys handle the processing of administrative citations filed against liquor licensees which are adjudicated by the PLCBs Office of Administrative Law Judge (OALJ).

As a Legal Analyst you will play a crucial role in the preparation of citation cases for hearings before the OALJ. You will prepare a prehearing memo which outlines all relevant testimony documentary evidence and exhibits that will be presented at the hearing. In order to do this effectively you must carefully review the investigative report and its attachments and may need to gather additional information from the investigating officers and witnesses. You will also be responsible for identifying any potential evidentiary or legal issues that may arise during the case and alerting the assigned attorney. Additionally you may be asked to assist in writing and filing motions and briefs as needed.

This is a highly specialized area of administrative trial practice and the Commonwealth liquor laws are constantly changing. The PSPs Office of Chief Counsel works closely with the bureaus command staff to ensure that both licensees and enforcement officers understand the rules and regulations surrounding liquor and gambling. You will play a key part in this process by providing support to attorneys through legal research and case reviews. Furthermore you will also offer assistance with PSP firearms cases assigned to the Pittsburgh Legal Office. This work will involve assisting the assigned attorney with tasks such as drafting and filing legal documents conducting legal research and completing other general legal duties as directed by the handling attorney.
