Are you passionate about creating and supporting digital tools that help protect North Carolinas water resources The Division of Water Resources is looking for a techsavvy and missiondriven IT Solution and Application Developer to manage and evolve a portfolio of critical applications and services used statewide. Youll take ownership of the NCWATER server which supports a range of internal and publicfacing applications and websitestools essential to water use reporting permitting groundwater monitoring drought management and more.

What Youll Be Doing
As the technical lead for the NCWATER server youll be responsible for both ongoing maintenance and forwardlooking development. Your work directly supports the Water Planning Section and other vital DEQ services. Youre not just a developer or adminyoure someone who can bridge technical expertise with public service. You understand the importance of uptime usability and thoughtful design in tools that hundreds rely on daily.

Key responsibilities include:

  • Developing and maintaining web services and datadriven applications used by internal staff and external stakeholders

  • Supporting and enhancing PHPbased applications connected to SQL databases

  • Building tools for data collection reporting and analysisparticularly for the Water Use Data Collection (WUDC) platform

  • Maintaining and updating multiple websites such as the NC Drought Management Advisory Council and DEQs Vehicle Reservation System

  • Identifying opportunities for system integration to streamline data and reduce duplication

  • Managing user accounts and access controls

  • Acting as the goto person for any website or serverrelated issues

About the Division

The Division of Water Resources mission is to protect the states water supplies and foster stewardship of this natural resource for use by current and future generations of citizens. The Division is comprised of five Sections: Water Quality Regional Operations Water Sciences Public Water Supply Water Quality Permitting and Water Planning. This goal is achieved through providing technical assistance consultative services permitting of regulated entities certification of water treatment plant operators and wastewater operators inspection and compliance activities laboratory analysis and testing and educational outreach and training. The Information Technology Branch provides application and database development and support for the Division.

The N.C. Department of Information Technology (NCDIT) serves as the Technology Center for the State of NC. Services that NCDIT provides reach a client base of state and local government agencies as well as schools colleges and universities. NCDITs

Minimum Education and Experience Requirements

Bachelors degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development

Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development
or
High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experience
