The Pipeline Compliance Administrator reports to the Pipeline Compliance Manager and is responsible for ensuring the companys pipeline operations adhere to the regulations outlined in the Federal Code of Regulations (CFR) 49 Part 190 through 199 along with statespecific regulatory requirements. The Pipeline Compliance Administrator will play a critical role in ensuring that all regulatory requirements are met as well as maintaining relationships with regulatory bodies participating in compliance audits maintaining detailed records preparing and submitting regulatory filings development and implementation of policies and procedures and supporting ongoing operational compliance.
Key Responsibilities:
Regulatory Compliance Management:
Monitor and interpret federal and state pipeline safety regulations and ensure compliance across the organization including those related to construction operation maintenance and reporting.
Maintain uptodate knowledge and apply relevant state regulations (e.g. Railroad Commission Public Utility Commission or other state regulatory bodies) to ensure alignment with regulatory requirements.
Manage regulatory filings including but not limited to annual reports incident reports and other compliance documentation.
Conduct internal audits to assess pipeline operation and maintenance compliance with regulatory requirements.
Assist in the development and implementation of company policies and procedures to ensure regulatory compliance.
Attend and represent the company at regulatory meetings industry conferences and hearings related to pipeline compliance.
Regulatory Reporting and Documentation:
Ensure accurate and timely submission of all regulatory reports including incident reports safety reports and compliance certifications.
Prepare internal compliance reports and provide periodic updates to management on the status of regulatory compliance efforts.
Maintain compliance documentation such as regulatory filings manuals and inspection reports.
Training and Education:
Develop update and implement training programs for internal teams on operational procedures and federal and state pipeline regulatory compliance requirements.
Stay informed on new regulatory developments and ensure the team is aware of any changes or upcoming requirements.
Regulatory Strategy and Risk Management:
Coordinate compliance aspects of pipeline incidents including reporting investigations corrective actions and followup reports to regulatory bodies.
Work closely with safety and operations teams to resolve any compliancerelated issues identified during inspections or audits.
Provide expert advice on the regulatory impact of new projects operations and pipeline expansions.
Assess risks associated with regulatory noncompliance and develop mitigation strategies.
Participate in the preparation of compliance strategies for pipeline integrity safety management and emergency response plans in accordance with both federal and state regulations.
Continuous Improvement:
Monitor trends and emerging regulatory issues within the pipeline industry and proactively recommend improvements to ensure ongoing compliance.
Identify areas for improvement in compliance processes and work with management to implement best practices for regulatory administration.
Education:
Bachelors degree in business management preferred or
High School Diploma with demonstrated related business experience.
Experience:
Minimum of 57 years of experience in pipeline regulatory compliance with a focus on both federal (PHMSA) and state regulations.
Extensive knowledge of federal pipeline safety regulations and statelevel regulatory requirements.
Experience working directly with federal and state regulatory agencies including preparing and submitting regulatory reports and filings.
Strong understanding of pipeline system construction operation and maintenance procedures.
Knowledge of audit methodologies compliance assessments and risk management strategies related to pipeline operations.
Skills and Abilities:
Strong understanding of federal and state pipeline safety regulations (e.g. 49 CFR Parts 190199 state pipeline safety regulations).
Proven ability to interpret complex regulations and apply them to pipeline operations.
Excellent written and verbal communication skills with the ability to effectively communicate with regulatory bodies senior management and crossfunctional teams.
Strong organizational skills attention to detail and the ability to manage multiple regulatory compliance projects simultaneously.
Ability to review complex regulations and operational data with precision to ensure compliance.
Ability to analyze and assess regulatory risks and provide practical solutions to ensure compliance.
Proficient in the use of Microsoft Office Suite and other tools used for reporting documentation and data analysis.
Work Environment:
Ability to travel for site inspections audits and meetings with regulatory bodies as needed.
Officebased with occasional field visits to pipeline operations or construction sites may be required.
Occasional evening or weekend work may be necessary to meet compliance objectives.
Physical Requirements:
Ability to work in a variety of environmental conditions including outdoor and industrial settings as needed for site inspections or audits.
