Job Focus Area:
The classified Education Program Consultant 5A will report directly to the unclassified Deputy Assistant Superintendent of Educator Talent and Workforce Development and serve as the Certification Director for Educator Talent and Workforce Development. This position will oversee all aspects of educator certification and program management for the Division of Educator Talent and Workforce Development. This includes managing the certification team ensuring all certification requests are evaluated pursuant to BESE policy managing stakeholder inquiries relative to certification and preparing reports as they relate to certification for BESE the legislature and other bodies.
**Note regarding the advertised pay range:The Education Consultant series have a special entrance rate that is above the minimum hire rate for these positions. The maximum amounts listed are the maximum salary amounts a person can make over their career and notthe maximum amount we are allowed to pay a new hire.

One position is available located in Baton Rouge LA. The person selected will be required to report to the Baton Rouge office regularly. MINIMUM QUALIFICATIONS:
Nine years of experience in education teaching or administrative services; OR
Six years of fulltime work experience plus six years of experience in education teaching or administrative services; OR
A bachelors degree plus six years of experience in education teaching or administrative services; OR
An advanced degree plus five years of experience in education teaching or administrative services.
FUNCTION OF WORK:
To supervise an organizational section responsible for statewide educational programs.
LEVEL OF WORK:
Supervisor.
SUPERVISION RECEIVED:
Administrative direction from an Education Division Director or higherlevel administrator.
SUPERVISION EXERCISED:
Direct line over subordinate professionallevel education staff.
LOCATION OF WORK:
Predominantly located at the Department of Education. Other locations may be approved by SCS.
JOB DISTINCTIONS:
Differs from the Education Consultant 4 by the presence of direct line supervision over lowerlevel Education Consultants and other related staff.
Differs from the Education Deputy Advisor by the absence of serving as the deputy to a cabinet level unclassified executive.

Approves the development revision implementation and evaluation of current and longrange plans rules regulations guidelines and policies for multiple statewide programs in accordance with federal or state laws and policies.
Approves the design development and implementation of innovative educational programs and research projects on the basis of national and state reports trends economic conditions future needs educational research findings and state and federal legislative or policy developments.
Recruits interviews and recommends approval for hiring personnel and evaluates performance of personnel.
Approves budgetary reports records and activities ensuring adherence to federal state and other regulations policies and procedures for budgetary control and authorizes the allocation and expenditure of state federal and other funds to eligible recipients for implementation of all programs.
Testifies before state and national legislative committees and state regional and national hearings including the state legislature and State Board of Elementary and Secondary Education on behalf of the department/division relative to identified educational issues.
Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education other educators and other persons outside the field of education on programs policies procedures laws and regulations and answers questions and assists in the resolution of education problems.
Make recommendations to the division director regarding mandated and discretionary programs and budgetary or personnel matters.
Researches educational issues federal and state laws and state Board of Elementary and Secondary Education (BESE) policies to develop proposed legislation impacting education.
Represents the division director on key departmental committees working on departmental policies discipline accountability technology as well as interoffice matters.
Coordinates state and federal educational program activities of several units within and outside the division on a project basis.
Develops and recommends to the division director programmatic policy directives and procedural guidelines to local educational authorities.
Directs the administration or implementation of major elements of the states reform model including areas such as curriculum assessment or accountability components.
Coordinates the design development and piloting of education reform programs and research projects.
