This position is being recruited for in Juneau.



What you will be doing:

The Department of Environmental Conservation (DEC) Division of Water is recruiting for a Program Manager 1 position for the Operator Certification Program within the Technical Assistance (TA) Programs. The TA Program is comprised of several smaller programs including Operator Certification (OPCert) Capacity Development (CapDev) and Remote Maintenance Worker (RMW) all of which provide technical and financial assistance to Alaskan water and wastewater utilities.

As a condition of federal primacy for the Safe Drinking Water Act and funding from the Environmental Protection Agency (EPA) for the annual Drinking Water State Revolving Fund capitalization grant DEC must implement an Operator Certification Program which must have an implementation plan approved by EPA that guides the efforts of the program.

The OpCert Program is responsible for ensuring operators are properly certified for the water and wastewater systems that they operate. This is accomplished by administering certification exams reviewing applications for certification tracking continuing education for certificate renewals and classifying water and wastewater systems. This position is responsible for the daytoday oversight and implementation of the OpCert Program and will supervise three Environmental Program Specialists and one Environmental Program Technician who are all currently located in Juneau.

The mission of the Operator Certification Program is to ensure that the customers of Alaskan public water systems and public and private wastewater systems are provided with an adequate supply of safe potable drinking water are confident that their water is safe to drink are assured that wastewater is properly treated and discharged into Alaskan waters and that the operators are trained and certified as well as have the knowledge and understanding of public health reasons for drinking water and wastewater discharge standards. This position will have an impact on the health and welfare of the citizens of Alaska.

This position is being recruited in Juneau. This position works primarily in the office but there are opportunities for travel several times a year.

  • Performance Management Knowledge of performance management concepts principles and practices related to planning monitoring rating and rewarding employee performance.
  • Compliance Knowledge of procedures for assessing evaluating and monitoring programs or projects for compliance with Federal laws regulations and guidance.
  • Project Management Knowledge of the principles methods or tools for developing scheduling coordinating and managing projects and resources including monitoring and inspecting costs work and contractor performance.
Equivalent to those typically gained by:

A bachelors degree from an accredited college in an environmental physical biological or natural science; engineering; planning; or natural resources.
AND
Advanced professional experience in environmental regulation compliance pollution control environmental damage recovery or programs to improve or protect environmental quality; or evaluating the potential environmental and socioeconomic impacts of construction projects; preparing environmental documentation; and determining negotiating and monitoring permitted activities.
