Description

The Richmond Police Department is seeking qualified and dedicated professionals to apply for the position of Office of Legal Affairs Manager. This role is responsible for planning implementing and coordinating policies in collaboration with assigned legal counsel to enhance the departments processes and responses to legal inquiries. Additionally the position involves supervising the Office of Legal Affairs (OLA) staff.

Successful completion of an interview and thorough background investigation is required. Please note that the Police Department background process may take up to 4560 days. An applicant disqualified from the Police background process may reapply a year after disqualification.

Duties include but are not limited to

  • Plan implement and coordinate policies in collaboration with the Departments assigned legal counsel to improve the Departments processes and responses to legal inquiries.
  • Handle Virginia Freedom of Information requests subpoenas duces tecum firearms releases unclaimed remains and other legal requests.
  • Propose write and review internal division policies to ensure division efficiency and compliance with federal state and local laws and regulations as well as Department policies.
  • Coordinate the review and of memoranda of agreement or understanding.
  • Supervise coordinate and monitor assignments of the Office of Legal Affairs staff including conducting performance evaluations.
  • Utilize various Richmond Police Department programs and software such as Records Management System (RMS) TREDS Netviewer and to research and generate police incident/police crash reports CAD reports calls for service reports and other relevant reports.
  • Work closely and regularly communicate with officers Department staff the City Attorneys Office and other City agency employees.

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors degree in business or public administration or field related to assignment
  • Four years of journeylevel professional experience in area related to assignment
  • 3 yearsof supervisoryexperience withinprivate sectorpublicsafetyor governmental operations
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
  • Prior experience in the legal field is preferred but not required. This includes but is not limited to experience as a court clerk or paralegal

KNOWLEDGE SKILLS AND ABILITIES:

The ideal candidate will:

  • Demonstrate proficiency in using computer programs such as Microsoft Office Suite particularly Microsoft Excel.
  • Be familiar with Virginias Judicial System Online Case Information System and have a general knowledge of Virginia court scheduling processes.
  • Possess strong communication skills for interacting with various internal and external departments.
  • Have experience in conducting effective meetings and managing staff including supervising scheduling setting goals and assigning work.
  • Exhibit the highest standards of ethics and confidentiality.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk hear see and perform repetitive motions; and occasionally climb stoop crouch reach stand walk push pull lift finger grasp and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties this classification is considered to be light work exerting up to 20 pounds of force occasionally up to 10 pounds of force frequently and a negligible amount of force constantly to move objects.
