DNREC is Now Offering Signon Bonuses for Engineers!

The Delaware Department of Natural Resources and Environmental Control (DNREC) recognizes its Engineers are a highly valued resource and play a critical role in protecting public health and the environment. For that reason we are now providing monetary recruitment incentives to new DNREC Engineers in accordance to our Recruitment Program Policy and Procedures.

The program provides recruitment incentives as follows:

SignOn Bonus Incentives are based on the position classification:

  • $4000 Engineer I
  • $5000 Engineer II
  • $6000 Engineer III
  • $7000 Engineer IV

Incentives are paid in two installments. One installment after three months of employment and the second installment after eighteen months from the initial date of employment. New employees accepting this recruitment bonus must commit to two consecutive years of employment with DNREC in the Engineer IIV series. Must be a new hire to the State of Delaware or new to the Engineer classification series within the State of Delaware

NOTE: You will receive more information during the hiring process. This program is administered by the DNREC Employment Services section. The program may be terminated by DNREC at any time with or without notice.

Summary Statement

This position is responsible for writing and issuing wastewater construction permits to ensure the protection of Delawares water quality. Duties include reviewing water and wastewater permit applications reviewing/evaluating monitoring reports and treatment system construction/design documents to ensure compliance. Activities include meetings with developers and engineering contractors county officials and other DNREC programs. Other duties include supporting permit development of large wastewater systems for reclaimed water use point source wastewater dischargers and other wastewater and stormwater activities. Field visits to sites being permitted may be required.

Upon satisfactory completion of department promotional standards and job requirements employees may be eligible to be promoted to the next level.

Essential Functions

Essential functions are fundamental core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Drafts develops and modifies engineering designs plans and specifications.
  • Reviews permit applications blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies surveys research and development projects inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials equipment systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS for Engineer I


Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree (or have an anticipated graduation date within 9 months) in Chemical Civil or Environmental Engineering or official notice of passing the Fundamentals of Engineering (FE) examination Chemical Civil or Environmental Engineering administered by the National Council of Examiners for Engineering and Surveying (NCEES).
