Join an awardwinning wastewater industry leader in protecting our environment! Environmental Services (ES) operates and maintains the wastewater collection and treatment system in the Twin Cities metropolitan region.

How your work would contribute to our organization and the Twin Cities region:
The Energy Program Analyst (Planning Analyst)will have a substantial and important role in defining and implementing the energy program within Environmental Services and will be an integral part of a crossfunctional and crossdepartmental team working to prioritize sustainability in our decisionmaking processes and our operations within Environmental Services and across the divisions of the Metropolitan Council. This work is essential to ensure that we optimize efficiency and costeffectiveness while meeting our organizational goals for sustainability.

The work of this position is essential to bring forward the priorities outlined in the Metropolitan Council Climate Action Work Plan the Water Policy Plan and our strategic vision. The position is at a nexus in our organization to connect people in operations and maintenance engineering capital project delivery policy planning and environmental compliance to improve our carbon footprint optimize efficiency and advance innovation in wastewater treatment and resource recovery.

What you would do in this job

Energy Champion and Policy Development:

Energy Finance
  • Develop an annual energy budget for the utility and quarterly energy forecasts.
  • Identify and track funding opportunities such as grants or rebates that are available to ES related to energy efficiency improvements or green energy development.
  • Manage EnergyCAP Utility Management system to ensure bills are paid on time and accurately track energy and water usage and to maintain database connectivity with external reporting platforms.
Agency Liaison and Reporting Lead
  • Lead ES reporting on greenhouse gas emissions energy waste management and water consumption to the Minnesota Office of Enterprise Sustainability and local government units.
  • Collaborate and build relationships with other State agency sustainability managers through active participation in Office of Enterprise Sustainability work groups and professional networking.
  • Monitor Minnesota Public Utility Commission filings and keep ES staff and leadership informed of changes that affect costs and management decisions.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience in coordinating and implementing energy efficiency or environmental sustainability programs AND completed education (degree field of study in Environmental Science Sustainability Engineering Architecture Urban Studies or a closely related field):


  • Associate degree WITHseven 7 years of experience.
  • Bachelors degree WITHfive 5 years of experience.
  • Masters degree WITH three 3 years of experience.

What additional skills and experience would be helpful in this job (desired qualifications):

  • At least three 3 years of experience in project management or project team leadership.
  • Masters degree in Environmental Science Sustainability Engineering Architecture Urban Studies or a closely related field.
  • Energy management experience in a utility environment.
  • Experience working with EnergyCAP Utility Management EnergyStar Portfolio Manager or B3 Benchmarking databases.
  • Experience working in a water or wastewater utility with an understanding of wastewater treatment and conveyance systems.
  • Experience reporting on greenhouse gas emissions energy waste management and water consumption.
  • Experience in providing input and advocacy to advance sustainability goals in operations or capital project delivery.
  • Experience working with diverse populations of internal and external customers or stakeholders.

What knowledge skills and abilities you should have within the first six months on the job:

  • Utility pricing and facility operations.
  • Advanced understanding of energy utility billing and tariffs.
  • Understanding of energy units and metrics for measuring energy usage.
  • Intermediate to advanced understanding of databases.

Work Environment

Work is performed in a standard office setting. The position requires working at outdoor events in various weather conditions. Travel between the primary worksite and other sites.
