Position Overview:
Kenowa Hills Public Schools is seeking a highly qualified Director of Human Resources to join our leadership team. Reporting directly to the Superintendent this position will be responsible for overseeing all aspects of the HR function with a particular focus on labor relations. This role will play a critical role in developing and implementing HR policies and programs that support the Districts Strategic Plan talent acquisition and retention and ensuring compliance with relevant labor laws and regulations.
Qualifications:
- Masters degree in Human Resources Labor Relations Public Administration Business Administration or a related field is preferred.
- SHRM certification (e.g. SHRMCP SHRMSCP) preferred.
- Minimum of 57 years of experience in administration with a focus on labor relations and HR leadership roles preferred. Central office or executive level administrative experiences is strongly preferred.
Key Responsibilities:
- Strategic HR Planning: Develop and implement HR strategies and initiatives aligned with the Districts overall objectives and growth plans with a specific focus on promoting diversity and inclusion.
- Labor Relations: Serve as the primary point of contact for all labor relations matters including collective bargaining negotiations contract administration grievance resolution and staff relations ensuring a fair and inclusive workplace.
- HR Policy Development: Develop implement and maintain HR policies and procedures that promote fairness and compliance with applicable laws and regulations with a strong emphasis on diversity and inclusion.
- Talent Acquisition and Retention: Oversee the recruitment and onboarding process ensuring the company attracts and retains top talent from diverse backgrounds while fostering a culture of inclusivity.
- Performance Management: Develop and implement performance management systems to support employee development and drive organizational performance.
- Training and Development: Develop and implement training and development programs to enhance employee skills and capabilities with a focus on diversity and inclusion training.
- Compensation and Benefits: Oversee the design and administration of competitive compensation and benefits programs to attract motivate and retain a diverse workforce.
- Legal Compliance: Ensure compliance with all federal state and local labor laws and regulations staying abreast of changes and proactively addressing compliance issues.
- Contract Administration: Administer provisions of collective bargaining agreements and/or district procedures dealing with staffing transfers discipline leaves resignations retirement benefits vacations absences and supplemental pay.
- HR Analytics: Utilize HR data and analytics to drive informed decisionmaking and measure the effectiveness of HR programs and initiatives.
- Leadership: Grow and support the growth of the directors of the districts support service teams.
Skills/Knowledge/Abilities (SKA) Required:
- Knowledge of Public Employment (PERA) the Michigan Employment Relations Commission (MERC) the Americans with Disabilities Act (ADA) the Family and Medical Leave Act (FMLA) the Affordable Care Act (ACA) Fair Labor Standards Act (FLSA) PA 54 or 2011 PA 152 of 2011 PA 300 of 2012 Workers Compensation unemployment compensation and other applicable employment and school laws required.
- Knowledge of skills and abilities related to diversity and cultural competence.
- Understanding of own competence in the area of diversity how this influences own behavior and a desire to learn about others identities.
- Knowledge of school software systems (e.g. Unified Talent LINQ Vector) and related human resources processes and procedures.
- Experience with completion of state reporting requirements (e.g. REP).
- Ability to utilize data including strong technical analytical presentation and oral/written communication skills computer proficiency including Google applications.
- Excellent interpersonal and communication skills with the ability to build rapport and influence at all levels of the organization.
- Strategic thinker with the ability to translate Strategic Plan goals and objectives into HR initiatives and programs.
- Strong leadership and team management skills with the ability to motivate and develop a highperforming HR team while overseeing and supporting the growth of directors of the districts support service teams.
- Ability to exercise good judgment confidentiality resourcefulness and maintain effective working relationships with subordinates the Board of Education and other schools.
- Ability to work independently must be able to be in compliance and understand Board policies to determine the use of funds.
- Must be able to work with other departments to perform job functions.
