THIS IS A NEW ASSEMBLEDEXAMINATION. The eligible list resulting from thisexamination will cancel any existing list and may last approximately one yearbut can be extended.

  • The Behavioral Health Department provides mental health and substance use services for people with MediCal and without insurance and supports people along their path to wellness recovery and resilience.
  • The Environmental Health Department works to keep our air water and food safe; it regulates protects and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.
  • The Public Health Department focuses on community and populationlevel health preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.
  • Alameda County Health also provides services through Housing and Homelessness Services Emergency Medical Services Agency HealthPAC and Healthy Schools and Communities.

PUBLICHEALTH DEPARTMENT

As part of Alameda County Health the Public Health Departmentworks in partnership with our local communities to ensure the optimal healthand wellbeing of all people. We monitor health status and service deliveryprevent disease mobilize communities conduct outreach and promote healthpolicy and education. We actively seek partnerships and engage with thecommunity to improve community health through a dynamic and responsive processthat respects diversity addresses health equity and challenges us to providefor present and future generations.

We are nurses doctorscommunity psychologists epidemiologists dentists medical social workersphysical and occupational therapists dietitians outreach workers healtheducators program managers and prehospital care coordinators.

THE POSITION

Under direction to code and abstract diagnoses and procedures according to the latest adaptation of the International Classification of Diseases Coding (ICD9 CM or ICD10CM) classification system; to compile statistical indices and data sources used for research studies medical audits and other statistical reports; and to perform related duties as required.

THE VACANCIES

The current Medical Records Technician vacancies are located in Alameda County Health. However the eligiblelist resulting from this recruitment may be used to fill future vacancies inother program areas and departments.


THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications the idealcandidate will have demonstrated a track record of success and will possess thefollowing critical attributes:

  • Ability to set work priorities work independently and exercise independent judgment in a fastpaced environment.
  • Proficiency in working with computer database systems including learning to load software and back up data efficiently.
  • Dedication to providing and promoting excellence in customer service.
  • Strong ability to communicate clearly and professionally with staff families and healthcare providers both verbally and in writing.
  • Attention to detail in recognizing and following up on inconsistencies in medical records ensuring accuracy and compliance.
  • Proven expertise in analyzing and coding medical records.
  • Ability to read and comprehend the technical elements of medical records to ensure proper documentation and coding.
  • Indepth knowledge of current HIPAA regulations regarding privacy security and confidentiality as they pertain to Protected Health Information (PHI).
  • A solid understanding of basic human anatomy and physiology to support accurate record analysis.
  • Strong familiarity with medical terminology allowing for effective communication and documentation in a healthcare setting.

MINIMUM QUALIFICATIONS

Education:
Successful completion of coursework in medical terminology human anatomy and physiology.

And Either I

Experience:
The equivalent of oneyear recent within the last five 5 years fulltime experience as a Public Health Nursing Assistant or in an equivalent or higher level class that included work with medical terminology and knowledge of medical record content in the Alameda County classified service (nonclassified includes District Attorneys Office Hospital Authority and the Consolidated Courts).

Or II

Experience:
The equivalent of oneyear recent within the last five 5 years fulltime medical clerical experience that required using and interpreting a wide variety of medical terminology in ICD9CM or ICD10CM coding in a physicians office hospital medical clinic or a medical billing setting.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
  • Current adaptation of the International Classification of Diseases coding system used for coding and classifying diseases diagnoses and medical procedures (i.e. ICD9CM or ICD10CM).
  • Components and format of medical records.
  • Medical terminology
  • Basic human anatomy and physiology.
  • Statistical techniques used for compiling displaying and analyzing data.
  • Current HIPPA regulations regarding privacy security and confidentiality as it pertains to Protected Health Information (PHI).
  • Microsoft Word Outlook Excel and data entry programs.

Ability to:
  • Read and comprehend the technical elements of a medical record.
  • Analyze and code medical records at a 95 accuracy level.
  • Recognize and follow up inconsistencies in medical records.
  • Prepare clear and concise narrative statistical and graphic reports.
  • Communicate clearly and professionally with staff families and providers.
  • Communicate clearly and effectively in English both verbally and in writing.
  • Provide and promote excellence in customer service for both internal and external customers.
  • Work on a computer database system; learn to load software and back up data.
  • Set work priorities and work independently; exercise considerable independent judgment.
  • Lift move and/or carry up to ten 10 lbs. as well as working sitting or standing for extended periods of time.

EXAMINATION COMPONENTS

THEEXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applicants applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of candidates Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
  3. An oral interview which will be weighted as 100 of the candidates final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THISEXAMINATION.
