Job Purpose:
Under limited supervision theAssessment & NonPermitted Petroleum Section Manager will direct supervise and manage all aspects of the Assessment and NonPermitted Petroleum (NPP) Section of the Underground Storage Tank Management Division. Position has statewide responsibility for implementation of riskbased corrective action process for petroleum releases from USTs and NonPermitted Petroleum releases.

Job Responsibilities:
  • Oversees all of the responsibility for the Assessment and NPP Section to include but not limited to assignment and coordination of site rehabilitation activities to assess UST releases and transfer to corrective action or closure; oversight of cleanup activities for nonpermitted petroleum program; development and tracking of annual goals and workload; and daily operations of the section.
  • Fund Management. Oversees management of contractual efforts to ensure that unobligated funds are made available for sites that quality. Manage approval of contracts cost agreements and invoices to ensure commitment of site rehabilitation funds. Oversee procurement of contractor services to ensure compliance with procurement procedures.
  • Personnel Supervision. Completes EPMS plans and reviews; provide individual training coaching and counseling; delegate work assignment; ensure implementation of DHEC strategic plan; monitor progress and productivity of staff. Conduct individual meetings and periodic section meetings with staff. Addresses personnel matters associated with section staff in accordance with agency policies.
  • Marginal. Perform other duties as requested to include but not limited to attending meetings conducting presentations serve on committees and assist Director and upper management as needed. Provide assistance with preparation of regulatory grant and management reports. Assist with Freedom of Information and other requests for information.

Minimum and Additional Requirements

  • A masters degree in the natural or physical sciences public health or related technical field and five 5 years of environmental experience.
  • Or a bachelors degree in the natural or physical sciences public health or related technical field and six 6 years of environmental experience.
These fields include but are not limited to branches relating to Physics Chemistry Earth Sciences etc.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:
  • A strong knowledge of Federal and State environmental laws and regulations as they pertain to underground storage tanks petroleum and contaminated media.
  • Ability to interpret complex data.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with staff and general public.
  • Ability to plan and direct work assignments of professional and technical work.
  • Thorough knowledge of the principles of hydrology and geology.
  • Must have the ability to exercise discretion and sound judgment in decision making and possess effective organizational ability in carrying out assigned responsibilities.

Preferred Qualifications

Preferred Qualifications:

  • Project management experience associated with cleanup of contaminated sites.
  • Geologist in Training (GIT) License; Professional Geologists (PG) License
  • Engineer in Training (EIT) License; Professional Engineer (PE) License
