Job Description

Primary Purpose: To receive and take charge of all money belonging to the district supervise thepayment of all district bills approved by the regional school committee and to issue bonds notes andother authorized indebtedness on behalf of the district. The District Treasurer shall be subject toMassachusetts General Laws Chapter 71 Section 16A and the provisions of sections 35 52 and 109Aof Chapter 41 to the extent Responsibilities:1 Establish and monitor all banking relationships and reconcile all bank accounts monthly.2 Coordinate all district borrowing with the districts fiscal advisor and bond counsel and issue debt onbehalf of the district.3 Take responsibility for receipt and disbursements of all district funds and monitor policies to executesuch transactions.4 Monitor cash flow and borrow as appropriate to fund construction costs and working capital needs.5 Invest district funds prudently in a manner that will maximize interest income to the extent allowed bylaw. The investment program should encompass excess working capital funds and borrowedconstruction funds to minimize the impact of construction projects.6 Monitor expenditures in accordance with the approved budget.7 Assist in the supervision of the accounting and payroll systems and insure controls policies andprocedures are appropriate to produce accurate financial reports and to safeguard district assets.8 Coordinate the annual audit.9 Give bond in an amount prescribed by the school committee that equals or exceeds the minimumrequired by state law. The School Committee will pay the premium on such bond.10 Stay current with laws and regulations applicable to regional school districts banking practices interestrate environment and economic conditions.11 Provide an accounting at the end of the fiscal year to the School Committee of the excess and deficiencyaccount interest earned outstanding expenditures anticipated closing balances outstanding debtauthorized and issued as well as other key financial indicators of fiscal responsibility.12 Establish an on site weekly work schedule of approximately four hours per week to provide advice andassistance to district personnel make required bank transfers monitor and reconcile accounts and tocoordinate the duties of the Treasurer with the Superintendent Business Administrator and otherfinancial personnel.1 Provide advice and support to district personnel off site on an as needed basis utilizingtelephone fax email and other electronic means.2 Perform such other tasks related to the treasury function as may from time to time be assignedby the School :Experience in all aspects of school and municipal finance including cash management debt issuanceand management and financial reporting. Proficient in Microsoft Office products.
