DES is seeking an experienced and highly motivated individual to join our team as a Senior Policy Analyst. This position develops and revises DES administrative policies and procedures and reports including analyzing and incorporating complex information from federal and state authority documents. This work also includes consulting with DES subject matter experts Governance and Innovation Administration (GIA) and DES leadership to obtain needed information and direction.
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
Performing highprofile administrative policy development by gathering information from subject matter experts and other stakeholders.
Composing and routing drafts and forms for review; and incorporating leadership and stakeholder feedback.
Serving as the coordinator and compliance monitor for assigned policies where GIA is the process owner.
Responding to questions submitted to the DES policy inbox.
Performing complex research and analysis of federal and state laws regulations and policies in order to answer questions and solve problems related to DES policy.
Monitoring and analyzing legislation and regulatory actions to determine potential impact to DES business practices and provide analysis of potential impacts to leadership.
Providing administrative policy support to program staff including providing consultation for the development and maintenance of division administrative policies providing training to division staff for policy development and assisting division staff with administrative policy compliance.
Conceptualizing and implementing innovative strategies for improving agencywide administrative policy development deployment implementation and compliance.
Developing and maintaining frameworks for ongoing administrative policy management including but not limited to standard work style guides glossaries archiving processes revision schedules and change logs.
Researching proposing and implementing innovative software or other technical solutions for DES policy management.
Leading the production of crossdivisional and agencylevel reports and policy related publications such as the Annual Welfare Reform Report TANF State Plan and DES Fact Sheets.
Collecting and analyzing data and presenting results for both DES administrative policy metrics and other matters relating to general DES policy including crossdivisional policy topics and strategic initiatives.
Knowledge of:
Principles and practices of research planning and analysis.

Federal state and local government organization and procedures.
State and Federal laws rules and regulations governing DES and DES programs.
Database updating and structuring.
Methods of qualitative and quantitative data analysis.
Methods of policy analysis resolution and implementation.

The ideal candidate for this position will have:
Bachelors Degree (advanced degree preferred) in Public Policy Public Administration Law Political Science or related field.
Five 5 years of relevant professional or combined educational and professional experience in a position involving research analysis and writing with a focus on human services policy and program design and implementation.

This position may require driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the LongTerm Disability (LTD) program after a 27week waiting period.
