Job Description Summary:
Under general supervision the Code Compliance Specialist II supports the Code Compliance Division on defined projects general research operational enhancements and recordkeeping and regular operations. Assists and supports in the enforcement of the citys zoning land use environmental building rental license and other regulations related to the location condition and use of land and structures throughout the city. Uses organizational skills to coordinate division departmental and citywide enforcement programs including those associated with public and chronic nuisance violations. Conducts inoffice research and project work as well as performs field investigations and inspections.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- With the division manager and department director works on projects and performs research that supports compliance with city codes often reviewing code language data anddevelops and maintains reports that facilitate and manage division operations.
- Administers specific programs as assigned including the tracking of potential public nuisance and chronic nuisance violations.
- Responds to complaints utilizes the citys computerized complaint systems performs field inspections to determine the nature of a complaint or the existence of a includes a wide range of public nuisance violations.
- Researches files and records to locate property owners managers and agents to verify property ownership permit and development review history and previous violations.
- Prepares violation notices posts stop work orders and issues summonses.
- Tracks complaints and violations monitors compliance progress and follows up with complainants and violators as necessary.
- Assists with the preparation of agendas case files and reports to be included in correspondence to the public boards department heads City Managers office City Council and the City Attorneys office.
- Prepares evidentiary packets for enforcement cases on appeal to the Board of Zoning Adjustment Building Appeals Planning Board hearing officers and/or Municipal Court and testifies in court as required.
- Coordinates with and works directly with the city attorneys office prosecutors and information resources as needed.
- Identifies high priority work issues and items regarding department tasks and coordinates a prompt response; coordinates requests or questions to appropriate staff and/or prepares a response; tracks and manages the flow of information and responses for the work area.
- Remains aware of issues requiring special attention in response to City directives; follows up with appropriate staff to assure that issues are addressed in a timely manner.
- Assists with the development of performance measures field procedures and other statistical reports for the work group.
- Interacts with construction trades professionals engineers architects contractors planners property owners and residents to explain discuss and resolve site construction and/or zoning enforcement issues.
- Provides excellent customer service with a high degree of professionalism while interacting with customers.
- Takes proper safety precautions anticipates unsafe circumstances and acts accordingly to prevent accidents. Responsible for the safety of self others materials and equipment. Uses all required safety equipment and follows all safety regulations policies and procedures. Reports all accidents and damage to city property.
- Responsible for knowing and complying with all city and department policies participates in professional training and development and adhere to attendance and workplace attire policies.
MINIMUM QUALIFICATIONS

- Ability to read and understand construction site plans or other blueprints related to construction documents and Development Review documents.
- Ability to read interpret and apply city codes and regulations.

- Valid Drivers License and ability to maintain an acceptable motor vehicle record.
- Have and maintain acceptable background information including criminal conviction history.
PREFERRED QUALIFICATIONS
- Ability and experience recognizing investigating and analyzing a variety of legal conflicts or code violations and making effective recommendations.
- Ability to demonstrate experience working in a problemsolving capacity with residents involving municipal regulations neighborhood organizations community mediation services or housing authorities.
- Knowledge of and experience working with or in government functions and processes preferably municipal.
- Skill and experience in establishing and maintaining effective working relationships with professional engineers land use planners architects contractors property owners residents city staff and officials.
- Bachelors degree in the social sciences construction or related fields.
- Certification by any nationally recognized code authority in one 1 or more of the following general areas: zoning housing property maintenance or environmental health.
- One 1 or more current ICC certifications (Residential Building Inspector Property Maintenance/Housing Inspector Commercial Building Inspector Residential Plans Examiner and/or Building Plans Examiner) or Peace Officer Standards and Training.
- Three 3 to five 5 years experience as a code enforcement or compliance inspector preferably with zoning and land use related regulations building or health related regulations.
REQUIRED EDUCATION AND EXPERIENCE
- High school diploma or GED.
- Five 5 years of progressively responsible position with a municipal or state agency in an enforcement or compliance capacity or the equivalent in a private compliance capacity.
- Training or two 2 years equivalent experience with data and legal codes.
- Training or two 2 years equivalent experience coordinating projects and research or investigative background.

WORKING CONDITIONS AND REQUIREMENTS
- Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes which permits the employee to work in an office or field setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines public contact and changing priorities and conditions. Requires ability to lift carry operate a vehicle walk and stand.
- Work Environment: Works in a variety of conditions including hybrid and hoteling (i.e. shared reservable offices). Requires occasional exposure to loud or noisy work areas occasional exposure to fumes and chemicals. May regularly work in an outdoor environment with some occasional exposure to adverse weather conditions or mechanical/electrical/equipment hazards. Work some weekends and evenings.
