Texas Education Agency requires the services of 1 Business Analyst 3 hereafter referred to as Candidate(s) who meets the general qualifications of Business Analyst 3 Applications/Software Development and the specifications outlined in this document for the Texas Education Agency.
The Business Analyst (BA) position at the Texas Education Agency works on multiple projects that support the mission of the agency of improving outcomes for Texas students.
This position performs advanced seniorlevel business analysis work. The position may support more than one project or be assigned to special projects at any time. The business analyst serves as the conduit between the program/customer community and the software development team through which requirements flow. This BA will be involved at some level throughout the entire software development life cycle. Upon establishment of the requirements baseline the focus is shifted towards the management of the requirements specification and verifying the fulfillment of all requirements including requirements for enhancements postimplementation.
TERMS OF SERVICE
Services are expected to start 04/16/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 872 hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.
WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM excluding State holidays when the agency is closed.
The primary work location(s) will be at InPerson With the option to work remotely up to 80 of the time: Work Location: William B. Travis State Building 1701 North Congress Avenue Austin Texas 78701 . The working position is Hybrid On Site and Telework. Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense. Texas Education Agency will provide preapproved written authorization for travel for any services to be performed away from the primary work location(s). Preapproved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and preapproved through Texas Education Agency

- 8 years Required Eliciting requirements from interviews with customers and creating wellwritten system requirements documents
- 8 years Required Software Development Life Cycle (SDLC)
- 8 years Required Business process reengineering and software process flow improvement
- 8 years Required Development of user stories and use cases that conform to business analysis best practices
- 8 years Required Designing mockups and/or wireframes that conform to UX best practices
- 5 years Required Demonstrated strong communication and facilitation skills
- 5 years Required Demonstrated strong writing and organization skills
- 3 years Preferred Documented work experience with the requirements management software Modern Requirements
- 3 years Preferred Documented work experience with the issue tracking software Atlassian Jira
- 2 years Preferred Documented experience working for or closely with TEA or another state or local education agency
- 1 years Preferred Documented experience working with one or more of the following TEA applications: FSP TSDS TEA Help Desk
