Duties and Responsibilities

Program or Service Administration:

1. * Oversees the facility management of the Campus Center Complex buildings and grounds under the direction of the unit director and the SLD director to include supervising maintenance and custodial staff.

2. * Provides appropriate planning to maintain resources for the staff to perform their work in a timely manner.

3. * Performs routine and ongoing inspections of the complex facilities and grounds ensuring all repairs and preventive maintenance measures are being addressed on a regular basis.

4. * Analyzes facility operations and develops shortrange and longrange plans for preventive maintenance repairs and replacement.

5. * Directs monitors and coordinates Campus Center Complex renovation expansion and major repair projects.

6. * Leads the development of project documents financial projections informational and promotional materials project specifications and bid proposals for facilities projects.

7. * Ensures building operating hours are adhered to and that building areas are both opened and secured according to schedule.

8. * Reviews analyzes and responds to inspection and other reports by custodial and maintenance staff to include following up to resolve any issues or concerns reported.

9. * Ensures compliance with University policies and procedures governing fire safety sanitation employee and patron safety building security and equipment inventory control.

10. * Directs and maintains departmental inventories of facilities supplies while negotiating and renewing supply contracts to ensure accurate and available inventories.

11. * Supervises assigned maintenance landscaping custodial and administrative staff; and communicates clear goals objectives and priorities for each work crew.

12. * Administers Campus Center Complex work assignments through a work order system ensuring jobs are appropriately assigned and effectively monitored through completion.

13. * Administers facilities contracts for the major mechanical systems and serves as the primary liaison with contracted vendors to ensure compliance.

14. * Serves as the operational liaison for facilities support to assigned institutional and retail services in the Campus Center Complex (e.g. bookstore food service banks etc..

15. * Administers lease contracts and/or memoranda of agreements executed with retail services assigned space at the complex ensuring they are accurate and up to date.

16. * Administers the physical key control program for the Campus Center Complex to include the proper assignment and tracking of all keys issued and the security of all facilities.

17. * Serves as a door access administrator ensuring proper assignment and tracking of all Campus Center Complex doors door schedules and the security of all facilities.

18. * Coordinates all construction or contract work affecting the Complex with power water or other outages to include properly informing all the affected area users.

19. * Regularly reviews monthly cash balances encumbrances and expenditures as well as the fiscal office monthly variance reporting for all areas of responsibility.

Organizational Advising & Support:

1. * Assists the Director in promoting and maintaining a positive environment supporting cocurricular learning through proactive and purposeful Campus Center programs and services.

2. Assists the unit director with advising assigned Campus Center Board (CCB) committees and representing the CCBs interests at faculty/staff and community levels in a capacity appropriate for the position and its duties.

3. Assists CCB officers and other members in meeting their responsibilities related to facilities management as embodied in the CCB Charter operating rules and position descriptions.

4. Conducts research and gathers data as assigned to generate position appropriate (facilities management) recommendations and alternatives for consideration by the Campus Center Board.

5. Communicates University policies and procedures to students and student organizations to include assisting CCB members in understanding formulating and implementing new policies.

Organizational Training & Development:

1. * Designs conducts and evaluates training regarding facilities use policies and procedures.

Staff Efficacy & Renewal:

1. * Ensures optimal staff performance for direct reports through appropriate and timely training supervision guidance and evaluation.

2. Participates via institutional and/or personal membership in relevant professional associations appropriate to the position.

3. Participates and engages in professional development opportunities to be current with best practices in the field.

Other:

1. * Serves in supervisors capacity if appointed in the absence of the supervisor.

2. * Frequently assigned to divisional and Universitywide committees planning efforts and programs.

3. * Works beyond normal business hours including evenings weekends and/or holidays and/or a variable work schedule as directed.

4. * Assumes other duties as assigned.

Minimum Qualifications

1. Possession of a baccalaureate degree in facility management engineering administration or related field and three 3 years of progressively responsible professional experience with responsibilities for building systems and/or operations of which at least one 1 year must include supervisory experience related to operations and/or facility management; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.

2. Considerable working knowledge of principles practices and techniques in the field of building systems and/or operations as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.

3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with building systems and/or operations.

4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.

5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.

6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.

7. Demonstrated ability to operate a personal computer and apply word processing software.

8. For supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.

9. Ability to plan organize and lead administrative and organizational processes as applied to the management of services facilities policies and operations.

10. Ability to work beyond normal business hours including evenings weekends and/or holidays and to work a variable work schedule as directed.

11. Ability to prepare and administer a budget review financial reports and discern trends and concerns from such reports.

12. Ability to interpret and apply legal and policy provisions to situations consistently.


Desirable Qualifications

1. Masters degree in facility management engineering administration or a related field.

2. Skilled in teambuilding and working collaboratively in problemsolving.

3. Experience navigating the University and/or state procurement process requirements.

4. Demonstrated ability to solve daytoday construction and repair problems through effective working relationships with contractors consultants and regulatory/governmental agencies.

5. Experience with central plant air conditioning to include inspecting maintaining and repairing chillers pumps DDC control systems cooling towers etc.
