What you will do at the Department of Economic Equity and Opportunity:
The Project Monitor is a member of the Vendor Diversity Program at the Harris County Department of Economic Equity & Opportunity. As part of the Inclusive Procurements Division the Vendor Diversity Program ensures minorityowned womanowned businesses and businesses owned by disadvantaged individuals can compete fairly for County contracts.
The Project Monitor is responsible for the daily operations of the Minority and WomanOwned Business Enterprise (M/WBE) Program requirements including M/WBE contract goal setting and overseeing the progress of subawards and monitoring payments to minorityowned womenowned and businesses owned by other disadvantaged individuals.
Duties and Responsibilities:
Oversees contractor submittals and database maintenance resolves issues conducts payment audits and develops corrective action plans while utilizing and managing contract compliance software to ensure the integrity of information and the system for each assigned project.
Creates and maintains contract records uploads related documents and manages reports while monitoring contractor/subcontractor utilization and compliance with contract requirements including subcontractor substitutions the calculation of contract goals and sanctions for the M/WBE program.
Performs contract audits and site visits to ensure commercially useful function compliance on contracts with M/WBE goals in accordance with Harris Countys M/WBE policy and other local state and federal guidelines and regulations.
Supports the production of reports presentations and other submissions required on the M/WBE and DBE programs to Commissioners Court the Federal Transit Authority public reporting and others as identified for Vendor Diversity.
Works across department with stakeholders and peers in other groups to ensure collaboration for shared goals.

Education/Experience:
High school diploma or G.E.D. equivalent and 3 yearsexperience in contract compliance or a related field
OR
Associates degree in any field or 60 hours of secondary education credits from an accredited college or university and 1 year experience in contract compliance or a related field
Licensure:
Must have a valid Texas Drivers License (upon hire)
Knowledge Skills and Abilities:
Ability to work independently with minimal supervision.
Ability to selfstart and assume ownership in completing assigned tasks.
Ability to handle highly sensitive and confidential information at all times.
Requires strong knowledge using various types of officerelated and database software.
Utilize exceptional time management skills and effectively prioritize and manage multiple tasks/initiatives.
Read/comprehend written materials write/record legible notes and correctly complete required forms.
Ability to exercise independent judgment and make decisions in accordance with established regulations and procedures.
Ability to research investigate detect inspect verify recognize and recommend solutions.
Ability to identify incorrect information or work and take remedial actions independently.
Ability to make accurate mathematical computations.
Ability to explain program information to encourage minority and womanowned business participation within the county procurement processes and help M/WBEs compete successfully in the marketplace and outside of the M/WBE program.
Ability to assess the qualifications of diverse businesses to effectively serve Harris County.
Ability to learn Harris County methods and procedures for: procurement of supplies vendor lists catalog files commercial registers directories office files and other material containing information relative to sources of supply.
Ability to communicate in an effective and clear manner that can be easily understood.
Ability to deal effectively with vendors officials and employees.

Preferences
Two 2 plus years of experience in Contract Compliance Construction or a related field.

General Information
Position Type and Typical Hours of Work:
Fulltime; Monday Friday 8 am 5 pm.
The typical workday is eighthour days Monday through Friday but also subject to early morning evening weekend emergency and holiday work when required.
This position involves coordination with contractors project managers and various departments.
Visits to indoor and outdoor work locations.
Work Environment:
Work is generally performed indoors in a professional office environment with acceptable lighting temperature air conditions and noise levels; as well as a percentage of time spent outdoors with exposure to heat humidity rain wind and storm conditions.
Site Visits: Extensive use of a vehicle and mobile device.
May be exposed to fluids compounds or chemicals used in office environments and outdoor work areas.
This role is eligible for remote work from within the greater Harris County region in compliance with the Harris County Telework Policy. This eligibility may be removed at any time due to policy changes work demands or unsatisfactory productivity.
Physical Demands:
Sitting for extended periods with frequent standing and walking and occasional ascending /descending stairs.
Visits to indoor and outdoor work locations. This includes utilizing your personal and/or county vehicle.
Ability to wear provides Personal Protective Equipment when onsite visits in the field.

Reports to Position: Sr. Program Manager Vendor Diversity
Supervises Positions: N/A
Employment may be contingent on passing a drug screen and meeting other standards.
