What you will do at the Department of Economic Equity and Opportunity:

The Project Monitor is a member of the Vendor Diversity Program at the Harris County Department of Economic Equity & Opportunity. As part of the Inclusive Procurements Division the Vendor Diversity Program ensures minorityowned womanowned businesses and businesses owned by disadvantaged individuals can compete fairly for County contracts.


The Project Monitor is responsible for the daily operations of the Minority and WomanOwned Business Enterprise (M/WBE) Program requirements including M/WBE contract goal setting and overseeing the progress of subawards and monitoring payments to minorityowned womenowned and businesses owned by other disadvantaged individuals.


Duties and Responsibilities:

  • Oversees contractor submittals and database maintenance resolves issues conducts payment audits and develops corrective action plans while utilizing and managing contract compliance software to ensure the integrity of information and the system for each assigned project.

  • Creates and maintains contract records uploads related documents and manages reports while monitoring contractor/subcontractor utilization and compliance with contract requirements including subcontractor substitutions the calculation of contract goals and sanctions for the M/WBE program.

  • Performs contract audits and site visits to ensure commercially useful function compliance on contracts with M/WBE goals in accordance with Harris Countys M/WBE policy and other local state and federal guidelines and regulations.

  • Supports the production of reports presentations and other submissions required on the M/WBE and DBE programs to Commissioners Court the Federal Transit Authority public reporting and others as identified for Vendor Diversity.

  • Works across department with stakeholders and peers in other groups to ensure collaboration for shared goals.
