Job Description

Position Summary

The Opportunity:Skagit Valley College (SVC) is accepting applications for the Director of Dual Credit Programs. This position is stationed on the Mount Vernon Campus and is responsible for overseeing Running Start College in the High School (CHS) and Career and Technical Education (CTE) Dual Credit programs across the college service district. The Director ensures that Dual Credit students have access to a comprehensive range of services that support their enrollment retention and seamless transition into Skagit Valley College as degreeseeking students.

The successful candidate will lead strategic partnerships with community stakeholders high school administrators counselors and educators to promote dual credit opportunities. Additionally the Director will coordinate the oversight of student recruitment engagement and enrollment while ensuring compliance with relevant regulations and policies. This position also supervises program staff and provides guidance on dual credit program development and assessment. The Director coordinates with Skagit Valley College departments including Academic Affairs to leverage resources to align dual credit programs with institutional goals and academic standards.

Duties and Responsibilities

Dual Credit Program Management

  • Collaborate with SVC administrators and staff to develop and implement policies and procedures that align with state guidelines (RCWs WACs) and NACEP accreditation standards for Running Start CHS and CTE Dual Credit;
  • Contribute to the development and achievement of enrollment targets for Dual Credit populations consistent with SVCs Strategic Enrollment Management plan;
  • Foster relationships with school district leaders (principals counselors) to advance student achievement goals;
  • Develop and implement strategies to expand summer dualcredit offerings;
  • Maintain the Running Start CHS and CTE websites marketing and communications to effectively provide information and increase student engagement;
  • Represent Dual Credit Programs at college meetings statelevel regulatory discussions and public events;
  • Develop and implement communication strategies to engage high school counselors principals parents and students regarding dual credit opportunities and college programs;
  • Track student progress and provide mentorship and referrals at critical transition points;
  • Ensures compliance with FERPA and maintains confidentiality of student records;
  • Oversee registration assistance for dual credit students;
  • Prepare required state reports and ensure program compliance;
  • Provides administrative direction and supervision to staff;
  • Assigns projects and objectives; conducts performance evaluations; and develops motivates and trains staff.
Program Development
  • Coordinate and facilitate orientation and transition activities for dual credit students including program overview and expectations and application and registration;
  • Maintain partnerships with high school staff to facilitate seamless information sharing and student support;
  • Collaborate with SVC outreach and recruitment entry services and advising to support application processes and academic planning;
  • Develop intervention strategies supporting academic progress and retention;
  • Coordinate with Enrollment Services Financial Aid and Advising to develop processes and procedures to ensure smooth student transitions;
  • Assist with developing bilingual communications tools and resources to engage bilingual students and families;
  • Conduct annual program reviews to evaluate effectiveness and identify program needs;
  • Coordinate with Academic Affairs and other SVC departments to align dual credit offerings with institutional academic standards and priorities.
Dual Credit Recruitment and Advising
  • Partner with Enrollment Services to identify and recruit dual credit students into Running Start and CIHS and CTE educational program pathways at SVC;
  • Represent the Running Start CHS and CTE in daily business at staff or college meetings and at meetings or conferences with the public;
  • Develop communication plans for prospective and current dual credit students including high school counselors principals and parents;
  • Collaborate with SVC marketing and outreach teams to develop marketing strategies to support the enrollment of Dual Credit students;
  • Schedule and attend outreach and recruitment information to potential dual credit students during HS information nights College and Career Fairs and inperson and online information sessions;
  • Attend and participate in a variety of community meetings and events to recruit and outreach to a wide range of prospective and potential Running Start students.
Program Assessment
  • Collect and analyze data to monitor enrollment trends and revenue goals;
  • Provide quarterly reports on dual credit enrollment;
  • Conduct annual evaluations of Running Start CHS and CTE Dual Credit program effectiveness;
  • Use datadriven insights to develop recommendations for increasing student access and success in dual credit programs.
Leadership and Supervision
  • Oversee the hiring training supervision and evaluation of Dual Credit program staff including classified and parttime employees;
  • Develop work plans in collaboration with SVC Outreach and Recruitment aligned with the colleges Strategic Enrollment Management plan;
  • Provide professional development opportunities for staff and facilitate training for SVC personnel presenting at partner high schools.
Knowledge Skills and Abilities

  • Knowledge and familiarity with current theories research and practice in admissions and dual enrollment;
  • Running Start College in the High School and CTE Dual Credit program knowledge;
  • Institutional best practices to facilitate access and support student achievement;

Qualifications

Minimum Qualifications

  • Bachelors degree from an accredited institution or equivalent experience in a related field. Relevant experience may be substituted for the education requirement on a yearforyear basis;
  • Minimum of three 3 years supervisory experience.

Preferred Qualifications
  • Demonstrated experience working with K12 schools including understanding of K12 structures policies and collaboration practices;
  • Proven ability to develop and implement equitycentered practices and to address access issues for historically marginalized populations;
  • Demonstrated knowledge of or experience with accreditation standards (preferably National Alliance of Concurrent Enrollment Partnerships (NACEP) and Running Start regulatory compliance.
