BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. Due to its expertise in the field of humanitarian logistics WFP was chosen to be the lead agency for the Logistics Cluster and maintains a Global Logistics Cluster (GLC) support unit hosted by the Supply Division in WFP Headquarters in Rome. The Global Logistics Cluster stewards a comprehensive capacity development programme on behalf of the global Cluster community aiming at enhancing the capacity of deployed staff and of the wider humanitarian community to increase the efficiency of humanitarian logistics operations. It aims to reach a broad audience targeting humanitarian logisticians and information management professionals at the local national and international levels. The capacity development programme includes large scale facetoface simulation exercises basic online courses virtual reality simulations and relevant supporting materials. The capacity development team also supports the creation of bespoke training materials when deemed appropriate.

Under the direct supervision of the Deputy Global Logistics Cluster Coordinator in close coordination with the Global Logistics Cluster Coordinator and relevant divisions the incumbent will lead the team to maintain the capacity development programme and refine and grow the materials and approach where opportunities are envisioned.
MAIN ACCOUNTABILITIES/RESPONSIBILITIES:
1. Develop plans budgets and policies of the training activities
2. Ensure continuous improvement of available guidelines processes and procedures on preparing planning implementing and reporting on training activities
3. Develop capacity development materials and programmes that incorporate the Clusters strategic objectives which achieve measurable results. Develop and include new training methods and platforms
4. Review the GLC capacity development materials for continuing relevance to the Cluster community incorporating new topics as appropriate including but not limited to environmental and social sustainability in logistics Safeguarding/PSEAH in Logistics Medical logistics Updated technical information
5. Undertake fundraising efforts for the capacity development activities of the Logistics Cluster
6. Provide regular reports and updates for external and internal communication purposes
7. Recruit and lead the Capacity Development team staff ensuring team members are onboarded and/or receive training plans to ensure the team is up to date with the latest in capacity development and training practices trends theories and technology.
8. Provide direction to junior personnel. Assess and effect change in team structure to enable proper of duties. Design appropriate onboarding to ensure new staff receive all relevant information in order to maintain high team performance. Mentor team members to grow through their chosen career path.
9. Build solid crossfunctional relationships with other team leads within the Cluster and with relevant departments and staff in WFP at large. Partner with other training and capacity development managers to achieve efficiency coordination and coherence to corporate requirements.
10. Define a methodology to continually assess the delivery results and impact of GLC capacity development outputs both individually and at a global level. Work with the team to adjust programmes as necessary.
11. Report results to GLC management and other key stakeholders for informed decision making including presenting results and updates to the Global Logistics Meeting
12. Lead or perform any otherrelevant duties asrequired.
13. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

MINIMUM QUALIFICATIONS AND EXPERIENCE:
Education: University degree in relevant field (incl. Supply chain & logistics Training & Capacity Development Education Psychology Business Law or another related field)
Experience:
* Minimum 5 years work experience in logistics training capacity development or related field.
* Experience in development implementation facilitation and monitoring of adult learning programmes/trainings including programme planning development and review. Experience in simulationbased learning methods
* Experience in working with challenging human interactions project management design and implementation of training modules capacity development programmes.
* Experience in working with humanitarian coordination systems. Understanding or exposure to the Inter Agency Standing Committee Cluster approach is a plus.
* Understanding of the work of UN agencies and the practical considerations of field deployments;
Knowledge & Skills:
* Good understanding of capacity development methodologies.
* Very strong presentation and facilitation skills are essential to this role. Interpersonal Intercultural communication and negotiation or conflict resolution skills are also a must.
* Ability to meet deadlines and work under pressure together with flexibility to respond to peaks in activity with minimum supervision while leading a team.
* Willingness to travel worldwide with extensive working hours at times (including weekends).
* Experience using Microsoft Excel and sound knowledge of Microsoft Windows MS Word MS PowerPoint and other related software.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese.
