The Position
The vacant atwill Deputy Assessor position plans organizes performs and directs a complex appraisal and audit program related to real and personal property or valuation of unsecured business property and fixtures; supervises or oversees subordinate staff in the Appraiser or AuditorAppraiser class series; develops and recommends assessment policies; and assists with short and longterm program planning and difficult administrative decisions.
The ideal candidate:
- is an effective communicator and strategic thinker who embraces innovation and has experience preparing reports and presenting to various audiences including elected officials
- is well versed in State and local laws regulations legislation policies and procedures including the California Constitution and California Revenue & Taxation Code
- possesses knowledge of automated assessment systems and computer applications such as wordprocessing programs databases and spreadsheets
- has exceptional knowledge of appraisal and auditing techniques and standards including familiarity with current economic and real estate trends and financial records
- has experience developing and managing cohesive effective teams while properly handle sensitive issues with tact diplomacy and judiciousness
- understands methods used in the valuation of all types of real and personal property
- has project management skills and experience including contract negotiation

Education: Bachelors degree from an accredited college or university with a major in accounting business administration economics engineering or a related field;AND
Experience:Four 4 years of experience in a County Assessors Office performing progressively responsible audit or appraisal work that includes the valuation of large commercial and industrial nonhomogenous agricultural transitional or unique and specialized properties of which one 1 year must have been in a supervisory capacity; AND
Certificate: Possession of a valid Advanced Appraisers Certification issued by the California State Board of Equalization (or succession agency). For incumbent who is responsible for the valuation of unsecured business property and fixtures the above certification needs to include the AuditorAppraiser designation.
Substitution: Possession of a license as a Certified Public Accountant issued by the State of California Department of Consumer Affairs Board of Accountancy may substitute for the required education.
Experience in real property/business appraisal audit appraisal mortgage lending title work and/or structural cost estimating may be substituted for up to two 2 years of the required education on a yearforyear basis. (Experience in real estate sales or transfers will not be considered as qualifying under this requirement).
License: Positions in this classification require incumbents to possess and maintain a valid California drivers license Class C or higher to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

Verification of EducationAcceptable forms of educational documentation are official/unofficial transcripts or copy of diploma that list the students name institution name field of study and date the degree was awarded. For recent graduates who have not received proof of their degree a letter from the registrars office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.
