The position reviews and approves 66 types of retail and commercial permits a function shared with the Director. The position must be fully knowledgeable of ABC rules and law in order to complete this critical final step in the approval process. In addition the position serves as the Commissions main contact for all accounts receivable over $annually. As the Commissions main contact for all accounts receivable this position is responsible for: Managing and resolving issues related to special research projects requested from Fiscal Management. Serving as the principal agency contact for state financial audits. Assuring the absolute accuracy of all monies deposited with the State Treasurers Office by the ABC Commission. The incoming monies are allocated to 25 accounts depending on the type of permit issued or fee required. Accounts are balanced daily weekly and monthly and must be absolutely accurate with all discrepancies resolved. Daily deposits are forwarded to Wells Fargo Bank for deposit to the State Treasurers Office. Adjustments may be required to the General Ledger for special occurrences as a check being returned for insufficient funds an account being closed or a refund. It is regularly necessary to conduct indepth record analysis to reconcile accounting discrepancies. Successful resolution requires an intimate knowledge of generally accepted accounting principles as well as detailed knowledge of ABC rules law and policy. This position is also a supervisory role. Issuance of all alcohol permits for commercial and retail activity. Prosecution and imposing of sanctions against permit holders that violate the ABC laws and the Commission rules. Approval of all alcoholic beverages products that are sold in the state and. Oversight authority over county and municipal ABC Boards in the state.

This position serves as the Manager of the Permit Compliance Division. In this role the position is responsible for the operational efficiency of the staff and the processes and for quick problem resolution. The position is the firstline supervisor and coach and mentor for the staff.
The Alcoholic Beverage Control Act approved by the General Assembly of 1937 provided for the establishment of a State Board of Control consisting of a Chairman and two associate members appointed by the Governor. The State Board of Control is today known as the North Carolina Alcoholic Beverage Control Commission (ABC Commission) and has all the powers and authority contained in the General Statutes 18B203. The overall objective of the Commission is to provide uniform control over the sale purchase transportation manufacture advertising consumption and possession of alcoholic beverages in the State. In addition to administering and regulating the laws established by the General Assembly the Commission has the authority to adopt amend and repeal rules to carry out its objective. Examples of duties include the following:
The ABC Commission is a selfsupported agency with a special operating fund that was created in 1982 for the purpose of carrying out its mission. The Commission supports the States General Fund with deposits from collected fees and excise taxes.

To qualify for this position applicants must demonstrate ALL of the following KSAs:
Experience working with the ABC Commission rules applicable statutes and policies.
Experience working with ABCsautomated Permitting System such as rules regulations issuance of permits and maintenance of organizational records.
Experience working with the Commissions overall operations such as programs and processes.
Bachelors degree in accounting business finance or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience two years of which should be in a supervisory role
or
an equivalent combination of education and experience.
