Job Description
Job Title: Data Systems Manager
Division: Systems & Programming
Union: IFT
Location: 501 S 2nd St Springfield IL Sangamon County
Salary: Range $7743 to $13616 monthly commensurate with experience
Benefits: directs coordinates and evaluates the activities of technical staff engaged in the development and maintenance of COBOL and html mainframebased applications.
Duties and Responsibilities:
- Assist in the planning directing and evaluating technical staff engaged in the analysis development implementation and maintenance of mainframebased COBOL applications.
- Coordinates these functions with other operational areas within IT and user departments throughout the Office of the Secretary of State; reviews project requests from user departments to determine priority; meets with IT managers on policy and procedure changes required to implement the use of system resources electronic commerce imaging or digital signatures and make recommendations regarding those changes to the Data System Administrator.
- Researches and implements studies models and plans to resolve operational and systems problems in these areas of responsibility; develops and directs methods for implementing the use of new best practices.
- Implements and monitors sophisticated procedures and controls to ensure compliance with policy and/or standards and legislation impacting this area of responsibility; establishes project schedules and cost estimates and monitors progress of staff; submits regular progress reports to the Data system Administrator.
- Keeps abreast of and implements technological advances in this area of responsibility by researching evaluating and testing new software hardware and various systems reports findings to Director and other IT upper management.
- Performs other duties as assigned.
Requires knowledge skill and mental development equivalent to completion of four years college preferably with courses in mathematics statistics or computer science and four years of progressively responsible professional experience in systems analysis operations software or a related data processing function.
Knowledge Skills and Abilities:
- Requires extensive knowledge in computer hardware software communications or applications.
- Requires extensive knowledge of data systems applied research procedures and systems modeling.
- Requires working knowledge of management principles and practices.
- Requires ability to develop and manage a sophisticated function of a management information system.
- Requires ability to conduct subsystem assurances.
- Requires ability to resolve management problems through computer applications.
- Requires willingness to travel and possession of a valid Illinois drivers license as required by individual positions within the class.
- Requires the ability to lift and carry up to 25 pounds and push/pull up to 50 pounds.
