The Procurement and Business Compliance Division at VTA is hiring a Business Diversity Program Manager to lead ensuring compliance with federal state and local regulations. This role provides strategic direction policy oversight and procurement guidance to enhance small and disadvantaged business participation in VTA contracts. Ideal Candidate
The Procurement and Business Compliance Division at VTA is looking for a candidate with expertise in DBE/SBE program management and regulatory compliance. The ideal candidate must have a strong grasp of 49 CFR Part 26 and other federal state and local regulations governing small and disadvantaged business participation.

This individual will excel in policy development program implementation and stakeholder engagement ensuring VTAs DBE/SBE programs align with compliance requirements and best practices. Strong analytical skills regulatory interpretation and experience working with procurement legal teams and external stakeholders are essential to fostering equitable contracting opportunities.

The ideal candidate is a strategic thinker and problem solver capable of advising leadership providing training and driving initiatives to expand DBE/SBE participation in VTA contracts.

Definition

Under direction the Business Diversity Program Manager plans directs manages and administers VTAs business diversity programs including the Disadvantaged Business Enterprise (DBE) Small Business Enterprise (SBE) Small Business programs to ensure compliance with federal state and local regulations.


Distinguishing Characteristics

The Business Diversity Program Manager is a single position class that manages the work of professional level analytical staff in addition to performing complex and responsible duties. This classification works with a high degree of independence and is expected to carry out the necessary daytoday activities without direction except as new or unusual circumstances require. The incumbent serves as a subject expert on DBE and SBE related programs providing direction assistance and input on program policies and procedures and serves as VTAs liaison to a variety of individuals and organizations.

This role involves developing initiatives and overseeing participation in procurement and contracting conducting outreach efforts and ensuring compliance with 49 CFR Part 26 13 CFR 121 and other applicable regulations.


About the Division

The Office of Business Diversity Section oversees VTAs Business Diversity Programs which include the Disadvantaged Business Enterprise (DBE) Program for federally funded projects and the Small Business Enterprise (SBE) Program for state and locally funded projects. Through these diversity programs VTA assists in certifying DBE and SBEs businesses seeking government contracting opportunities.

The Labor and Stormwater Compliance Section is responsible for contractors adherence to prevailing wage requirements and other statutory and contractual obligations established by the Department of Industrial Relations (DIR). Additionally this department also oversees compliance with rules and regulations set forth by the State Water Resources Quality Control Board. In specific cases where the contracts are governed by a Project Labor Agreement (PLA) the Compliance team assists with the compliance of the PLA terms and conditions.

Essential Job Functions

Typical Tasks
  • Plans assigns directs manages and reviews the work of assigned subordinate staff;
  • Selects supervises trains motivates evaluates and disciplines staff;
  • Manages administers monitors and evaluates DBE and SBE programs to ensure they are consistent with federal state and local regulations;
  • Develops administers evaluates and recommends policies and procedures;
  • Participates in bid and procurement processes including reviewing contract specifications to identify potential contracting opportunities;
  • Develops and reviews contract specific goals for DBE and SBE participation;
  • Serves as a subject matter expert on VTAs business diversity programs and provides consultation and analyses/recommendations on related issues;
  • Maintains a directory of certified DBE and SBE businesses;
  • Develops manages and maintains outreach programs in support of VTAs business diversity initiatives;
  • Serves as VTAs liaison for DBE and SBE applicants and firms employees transportationrelated organizations and various community and business groups;
  • Prepares and presents oral and written reports correspondence and statistical analyses;
  • Consults with management and employees representatives from organizations and groups and the public to give and/or secure necessary information regarding VTAs business diversity programs;
  • Investigates and resolves issues/complaints related to assigned programs;
  • Performs VTA program responsibilities including work planning budgeting monitoring contracts and responding to program responsibilities;
  • Negotiates and manages consultant and interagency contracts and other agreements in support of VTAs business diversity programs;
  • Performs mathematical and statistical calculations;
  • Collaboratively works with VTA staff consultants contractors and representatives of other agencies to identify DBE SBE SB and SB (Micro) program compliance issues and develops solutions;
  • Interprets and implements applicable rules regulations and procedures;
  • Makes oral presentations of study findings/recommendations to management and/or boards and commissions as required;
  • Manages VTAs diversity tracking system for monitoring contract compliance and adherence to requirements and regulations;
  • Represents VTA on various state and regional committees as assigned;
  • Ensures compliance with VTA policies and procedures regarding equal opportunity and discrimination and harassment prevention;
  • Performs complex budget preparation and/or review;
  • Performs related duties as required.

Minimum Qualifications

Employment Standards

Training education and experience that demonstrates possession of the required knowledge skills and abilities.

Development of the required knowledge skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a fouryear degree in public or business administration construction accounting or a related field and four years of increasingly responsible experience performing DBErelated compliance work for a public or private sector organization. Professionallevel work experience in DBE compliance may be substituted for education on a yearforyear basis.

Documented DBE certification training is desirable. Experience using contractor utilization software (e.g. B2GNow) and relevant public sector work experience is preferred.
